The Building Safety Regulatory (BSR) will oversee changes to the safety and performance of all buildings and raise industry professional standards year after year, working with residents and industry to make sure everybody has a voice in achieving this goal. BSR will serve as a lasting tribute to those who have lost their lives due to poor and substandard buildings and will help ensure tragedies of such proportions as Grenfell are consigned to the past.
Within High-Risk Building (HRB) Regulation there are two distinct functions: Building Control and In-Occupation. This advert is for a role in the Building Control function.
The Building Control function is about ensuring HRBs are designed and built to meet the functional requirements of the Building Regulations.
HRBs represent a sizeable part of the government's pledge to build 1.5 million new homes during this Parliament. As such, Building Control will play a significant part in ensuring these homes are built to a safe standard.
As an Account Manager (also known as Principal Regulatory lead) you will be responsible for managing large developer accounts comprising multiple HRBs going through planning Gateways. You will ensure that there is regular two-way communication between the developer and the Building Safety Regulator. You will ensure that any issues are identified, communicated and resolved at the earliest opportunity.
This is an exciting time to join BSR, and as a part of the Building Control function you will be responsible for shaping an internal culture of high performance and continuous improvement and bringing about cultural change in building safety in your community today and in the future.
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week., The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Executive Agency of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE. This is the natural next step in the development of the regulator and was always a likely outcome once BSR was established.
Any successful candidates recruited to this vacancy will initially be onboarded to HSE, with a move to the new Executive Agency to be undertaken in due course.
As the Account Manager, you will be responsible for ensuring clear, consistent and up to date communication between major development projects and the BSR. Your role will involve strategic oversight of major projects requiring you to consider options that will make the Building Control process more efficient and effective.
You will identify, manage and resolve issues arising across multiple projects., + Working collaboratively with multiple stakeholders in a complex environment, particularly where delivery is by those not in your chain of command.
+ Being able to use programme management or stakeholder management strategies to build and utilise relationships that result in effective delivery.
+ Using data to monitor all aspects of operational performance and influence decision making.
+ As BSR is a new organisation our processes are still embedding. You will need to be alert to when things are not being delivered as expected, responding promptly to implement changes while mindful of the impact on culture, structure, morale and a diverse range of end users., We'll assess you against these behaviours during the selection process:

Essential Skills & Criteria;
+ Experience in Regulation, Compliance or Construction / Building design, property management.
+ Experience of building relationships with multiple demanding stakeholders and delivering at pace.
+ Experience of negotiating and influencing at a senior level and building a network of contacts outside of direct working relationships.
+ Leading the oversight and assurance of operational delivery using evidence and data analysis.

+ Well developed written and verbal communication skills, including the ability to communicate complex and sensitive information.
This role offers a hybrid working pattern where your working week can be split between your home and your local HSE office, details of which can be discussed prior to taking up the role.
This role will also involve travel to sites across the UK therefore flexibility to be able to travel when needed for collaborative working, supporting and training colleagues & meetings as necessary. This may include the occasional overnight stay., Minimum of a level 5 qualification
