Job summary

Wokingham Borough Council is seeking a Technology Programme Manager to lead a varied change programme within a full-time, 12-month fixed-term contract. You will bring teams together, maintain momentum and ensure outcomes are delivered, with flexibility on hours.

The role focuses on delivering value for residents and services while working with partners and colleagues across council services. You may have experience in local government or related sectors, and the role welcomes transferable

Qualifications

• Experience of leading a significant programme or a related portfolio of change.
• Collaborative leadership style and the ability to build trusted relationships, communicate clearly and influence people at different levels.
• Ability to organise complex work, make balanced decisions and help others navigate change.
• Understanding of public services or transferable experience from another sector; direct local government experience is helpful but not essential.
• Confidence using everyday workplace tools to plan, communicate and report.

Responsibilities

• Lead the day-to-day delivery of programmes that improve services across the council.
• Bring together colleagues from different services, helping teams agree priorities, coordinate activity and prepare well for change.
• Keep senior leaders informed about progress, emerging risks and decisions needed, and help teams find practical ways forward.
• Create an inclusive and supportive working environment, motivating and developing colleagues involved in projects and programmes, with line management responsibilities where required.
• Contribute to service planning, performance, quality and financial management, ensuring the programme delivers lasting value.
