Job summary

Job Description

8 - 9 Month Contract With A Local Authority

Job Purpose

To plan, coordinate and deliver the Tech Fundamentals workstream within the LGR programme, ensuring the successful delivery of complex and interdependent technical projects required to support organisational readiness for Vesting Day.

The postholder will apply robust programme management and governance disciplines to manage delivery plans, dependencies, risks and issues across multiple technical projects. They will work collaboratively with Programme Managers, Workstream Leads and technical specialists to coordinate technical requirements, maintain alignment with agreed milestones, and support safe and effective Day One service readiness.

Key Responsibilities

  • Lead the planning and delivery of the Tech Fundamentals workstream, maintaining integrated programme plans and coordinating activity across multiple technical projects.
  • Manage complex programmes and workstreams with multiple dependencies, ensuring delivery against agreed milestones and objectives.
  • Apply effective programme governance controls, including risk, issue, dependency and action management.
  • Monitor progress, identify delivery risks and ensure issues are escalated appropriately to maintain programme momentum.
  • Work collaboratively with Programme Managers, Workstream Leads and technical specialists to assess and incorporate technical requirements from across the wider programme.
  • Coordinate delivery activity across Surrey County Council and District and Borough councils to support Vesting Day readiness.
  • Produce clear and concise programme reporting, highlighting progress, risks, issues, dependencies and decisions required.
  • Provide assurance information and evidence of delivery progress to support programme governance and decision-making.
  • Support lessons learned activity and contribute to continuous improvement across programme delivery.
  • Manage allocated budgets and resources, ensuring projects are delivered within agreed financial parameters.
  • Provide direction, support and escalation for project teams, including third-party resources where required.
  • Provide coaching and guidance to project managers within the portfolio to support effective project delivery.
  • Build and maintain effective working relationships with internal and external stakeholders, technical teams and delivery partners.
  • Support organisational change and transformation activity through effective programme delivery.
  • Ensure compliance with organisational policies, governance arrangements and professional standards.
  • Undertake any other duties appropriate to the level of the role.

Requirements

Knowledge & Qualifications

  • Degree or equivalent professional qualification, with substantial experience in programme or project management.
  • Strong knowledge of programme management principles, methodologies, governance and controls.
  • Knowledge of change management, continuous improvement and transformation delivery approaches.
  • Good understanding of technical delivery environments and the ability to engage effectively with technical specialists.
  • Knowledge of managing budgets, resources and delivery plans.
  • Understanding of organisational change, service transformation and large-scale programme delivery.
  • Comprehensive knowledge of computerised business systems and reporting tools.

Experience

  • Proven experience delivering complex programmes or workstreams with multiple dependencies.
  • Significant experience of programme planning, governance, risk management and delivery assurance.
  • Experience working across organisational and functional boundaries with a wide range of stakeholders.
  • Experience producing programme reports, governance documentation and delivery updates.
  • Experience managing budgets and resources to achieve agreed outcomes.
  • Experience leading, coaching, mentoring and supporting project teams.
  • Experience of working on large-scale transformation or reorganisation programmes is desirable.
  • Experience delivering against fixed, non-movable milestones is desirable.
  • Strong programme management and organisational skills with the ability to manage complex and competing priorities.
  • Advanced analytical and problem-solving skills, with the ability to identify issues and develop effective solutions.
  • Strong written and verbal communication skills, including the ability to produce clear reports and present information to stakeholders.
  • Excellent negotiation, influencing and relationship-building skills.
  • Ability to work collaboratively with technical specialists, programme teams and senior stakeholders.
  • Ability to manage risks, dependencies and issues effectively.
  • Strong decision-making skills with the ability to exercise judgement within agreed frameworks.
