Job summary

Leicestershire County Council is seeking an experienced Transport Planner to join the Highway Development Management Team at County Hall, Leicester. You will assess highways impacts of planning applications, advise on transport evidence, and negotiate mitigation funding.

You will work under the Senior Transport Planner, contributing to masterplans, planning applications, policy development and transport studies, while building strong partnerships with internal and external stakeholders.

Qualifications

• HNC/HND/NVQ4 qualification in a relevant subject.
• Experience in highway development management or land use planning and transport analysis.
• Experience collaborating with customers and stakeholders to deliver outputs.
• Excellent communication, presentation, and negotiation skills with external organisations.
• Knowledge of planning processes and current highways legislation.
• Experience interpreting and writing technical and non-technical reports.
• Strong numerical and analytical skills to assess transport data and trends.

Responsibilities

• Complete transport assessments detailing highways impact of planning applications and pre-application enquiries.
• Provide advice on commissioning transport evidence for assessments.
• Negotiate and deliver highways mitigation via Section 106 and other funding.
• Contribute to strategic masterplan sites and planning applications (outline/full/hybrid).
• Develop transport policy and transport studies within the development plan process.
• Represent the Department to Members, partners and stakeholders at events.
