Job summary

Leicestershire County Council is seeking an experienced Planning and Highway Lawyer to join its Environment & Property legal team at County Hall, Leicestershire. You will advise senior officers and elected Members on complex planning and highways matters shaping growth and infrastructure across the county.

The post holder will provide specialist legal advice on planning issues, including committee work, major developments, S106 and enforcement, with highways support as part of the role.

Qualifications

• Professional qualification as an admitted Solicitor, Barrister entitled to practice, Fellow of the Chartered Institute of Legal Executives or Associate or Graduate Member working towards admission as a Fellow.
• Demonstrable recent experience of planning and highway law including advising and attending planning committees and drafting/negotiating S106 and highway agreements.
• Experience or knowledge of highways and infrastructure agreements (including sections 38 and 278).
• Confident in complex negotiations and in using IT case management and legal research tools.
• Ability to communicate effectively with members, colleagues, customers and stakeholders, and to provide timely, client-focused advice.

Responsibilities

• Provide specialist legal advice on planning issues including planning committee work, major development proposals, S106 and enforcement matters.
• Advise senior officers and elected Members on complex planning and highway matters affecting growth and infrastructure across Leicestershire.
• Support planning and development activity with highways/infrastructure considerations.
• Engage with internal teams and external partners to deliver high‑quality legal solutions.
