Job summary

South Wales Police seeks an experienced Technical Resource Planning Manager to lead planning, coordination and allocation of specialist technical resources across programmes, projects and BAU activity. You will maintain a comprehensive view of capacity and availability, working with project managers to ensure appropriately skilled people are allocated on time and for the required duration.

Significant experience of resource planning, capacity management and workforce scheduling.
Experience coordinating specialist resources across multiple projects and priorities.
Ability to assess resource requirements including skills, effort, timing and duration.
Maintain an accurate view of capability, capacity, availability and commitments.
Strong analytical skills to compare forecast demand with capacity and identify gaps.
Experience developing integrated resource plans to inform start dates and timelines.

Responsibilities

Maintain a current view of specialist resources, including skills, availability and commitments.
Identify and validate required skills, effort and duration for projects.
Match requirements to capacity ensuring appropriate allocation for the period.
Coordinate allocation across programmes, projects and BAU services.
Produce forward-looking resource plans with allocations, forecasts and capacity constraints.
Advise governance bodies on sufficiency of resources and achievable timelines.
Recommend changes to start dates or sequencing when capacity is insufficient.
Identify bottlenecks and dependencies, escalating with options and impacts.
Facilitate regular resource planning discussions with stakeholders and governance forums.
Maintain visibility of resource transitions between projects and operations.
Ensure changes are recorded in plans and communicated to teams.
Monitor actual commitments against allocations and flag significant variations.
Support scenario planning for priority, scope or timing changes.
Produce dashboards and management information on demand, capacity and risks.
Develop and maintain proportionate resource management processes and tools.
Contribute to longer-term capability planning and dependency management.
