Job summary

Leicestershire County Council is seeking a Senior Waste Operations & Contracts Management Officer to oversee RHWS and WTS operations, contracts and compliance. The role focuses on project delivery, budget control, and stakeholder engagement across county sites.

The candidate should hold a relevant degree (or equivalent) in waste management or contract procurement, and pursue professional qualifications such as COTC and CIWM membership. Travel across the county will be required.

Qualifications

• Degree or equivalent experience in waste management, contract management or contract procurement.
• Experience with budgets, procurement and contract management for RHWS/WTS environments.
• Strong communication, negotiation and stakeholder engagement skills.

Responsibilities

• Lead the development and delivery of waste operational projects and improvements.
• Develop and deliver recycling and treatment services.
• Develop and deliver savings initiatives including income generation.
• Monitor and manage relevant budgets.
• Procure, manage, and operate waste and related maintenance contracts for RHWS, WTS and disposal/treatment.
• Monitor compliance at RHWS and WTS with health, safety and environmental legislation.
• Oversee site provision of equipment, legal consents, security systems and maintenance.
• Support Waste Management Delivery teams and Team Manager as required.
