Leicestershire County Council is seeking a Senior Waste Operations & Contracts Management Officer to lead the development and delivery of waste operational projects and contract management across RHWS and WTS sites.

The role requires a relevant degree or experience, CIWM/COTC progression, strong budget and project management skills, and the ability to engage stakeholders and negotiate with partners. On-site duties are expected at County Hall locations.

Qualifications

• Hold a relevant degree or equivalent experience in waste management, contract management or contract procurement.
• Hold a COTC (or be willing to work towards) and be a member of the CIWM (or willing to work towards).
• Have experience in budget management including monitoring and planning abilities.
• Have experience of management and delivery of projects, including good knowledge of project management principles.
• Demonstrate the capability to build powerful relationships across stakeholders, communicating and negotiating effectively.

Responsabilités

• Lead on the development and delivery of waste operational projects and improvements.
• Develop and deliver recycling and treatment services.
• Develop and deliver savings initiatives (including income generation).
• Monitor and manage relevant budgets.
• Procure, manage, and operate waste and related maintenance contracts for RHWS, WTS, waste disposal/treatment and environmental maintenance.
• Monitor compliance at RHWS and WTS sites with health, safety and environmental legislation.
• Oversee site provision of operational equipment, legal consents, security systems and maintenance.
• Support the Waste Management Delivery teams and Team Manager as required.
