Job summary

Birmingham City Council is seeking an Associate Framework Lead to join the newly established Frameworks Team. The role focuses on developing and delivering innovative framework agreements that maximise value for money, improve procurement efficiency and strengthen supplier relationships within a modern Commercial and Procurement Service.

This permanent position offers hybrid working, a 36.5-hour week, and the opportunity to shape procurement strategies, provide expert advice on framework

Qualifications

• Experience developing procurement strategies and framework agreements within a regulated environment.
• Strong knowledge of procurement legislation, governance and commercial best practice, with understanding of framework agreements.
• Experience building productive relationships with internal stakeholders, suppliers and partners, providing trusted commercial advice.
• Strong analytical skills to interpret commercial and performance data for decision-making and continuous improvement.
• Experience using procurement systems and technology to enhance delivery and outcomes.
• Excellent communication and influencing skills to explain complex procurement matters.

Responsibilities

• Develop and implement procurement and framework strategies aligned with organisational priorities and value for money.
• Provide expert advice on framework agreements and maintain relationships with stakeholders and suppliers throughout the procurement lifecycle.
• Lead framework procurement projects ensuring compliance with legislation, governance and best practice.
• Utilise supplier performance data, market intelligence and commercial data to identify opportunities and risks.
• Develop framework guidance, toolkits and resources; maintain high-quality content across digital platforms.
• Enhance procurement delivery via systems, technology and AI-enabled solutions.
• Support contract negotiations, framework performance management and continuous commercial improvements.
