Job summary

Birmingham City Council is seeking an Associate Major Procurement Programme and Projects Lead to drive complex procurement initiatives across major investment programmes. You will lead strategy development, contract awards and governance while delivering value for money for Birmingham's residents.

Working within a collaborative Major Procurement Programmes and Projects team, you will coach colleagues, shape procurement strategies and implement compliant, innovative procurement solutions,

Qualifications

• Experience managing complex procurement or commercial activities across the full lifecycle in a regulated environment.
• Strong knowledge of public sector procurement legislation, governance and best practice.
• Experience developing procurement strategies and managing tendering processes for high-value contracts.
• Excellent stakeholder management, negotiation and communication skills with the ability to influence.
• Strong analytical skills to research, evaluate information and make evidence-based recommendations.
• Experience leading or supervising colleagues, developing capability and creating high-performing teams.
• Commitment to continuous professional development, with willingness to work towards a Level 5 CIPS Diploma if not already achieved.

Responsibilities

• Lead complex procurement projects from strategy development through to contract award, ensuring compliance with legislation, governance and best practice.
• Develop procurement and sourcing strategies that minimise risk, encourage innovation and deliver long-term value for money.
• Manage procurement activity across major investment programmes, ensuring robust governance, transparency and effective decision-making.
• Work closely with project teams, stakeholders and suppliers to align procurement activity with programme objectives and delivery timescales.
• Support contract negotiations, supplier performance and contract transition activities to achieve successful commercial outcomes.
• Lead and developing team members through coaching, performance management and professional development.
• Drive continuous improvement through the use of technology, data and AI-enabled solutions to enhance procurement practice and programme delivery.
