Job summary

Birmingham City Council is seeking an Associate Framework Lead to join our newly established Frameworks Team in Birmingham. This permanent role focuses on developing and delivering framework agreements that maximise value for money and strengthen supplier relationships across the City.

The post requires extensive experience in procurement strategies, regulated environments, and governance best practices, with a focus on driving efficiency and commercial outcomes.

Qualifications

• Experience developing procurement strategies and framework agreements in a regulated environment.
• Strong knowledge of procurement legislation, governance and commercial best practice.
• Ability to build productive relationships with internal stakeholders, suppliers and partners.

Responsibilities

• Support development and implementation of procurement and framework strategies aligning with priorities.
• Provide expert advice on framework agreements and manage relationships with stakeholders and suppliers.
• Lead framework procurement projects ensuring compliance with legislation and governance.
• Use supplier performance data and market intelligence to identify opportunities for improvement, innovation and risk mitigation.
• Develop guidance, toolkits and resources for best practice across digital platforms.
• Promote continuous improvement through procurement systems, technology and AI-enabled solutions.
• Support contract negotiations, framework performance management and long-term commercial improvements.
