Job summary

Turnertownsend in the United Kingdom seeks an experienced Cost Engineering Director to lead cost engineering and project controls across major programmes. This strategic role establishes best practice frameworks and provides assurance across portfolios in a highly regulated environment.

You will lead multidisciplinary teams, develop forecasts, EAC/ETC, and provide senior leadership with cost reporting and business case advice.

Qualifications

• Extensive Project Controls and Cost Engineering experience across major programmes and sectors such as Nuclear, Energy, Defence, Infrastructure, Transportation or other regulated environments.
• Proven track record of leading Cost Engineering teams and delivering robust cost management solutions across multiple stages of the project lifecycle.
• Significant experience leading Cost Engineering and Project Controls across capital projects, programmes and portfolios.
• Expert knowledge of cost management principles, forecasting methodologies, project controls governance and industry best practice.
• Advanced proficiency in tools including EcoSys, PRISM, Cobra, Primavera P6, SAP, Power BI and Excel.
• Strong experience in cost forecasting, budget management, cost reporting, cost assurance, change control, EVM, performance measurement and risk analysis.
• Experience developing and implementing cost governance frameworks and performance reporting processes in complex environments.

Responsibilities

• Lead Cost Engineering and Project Controls services across major capital programmes and projects.
• Establish and maintain cost management frameworks, governance processes and standards for consistency and quality.
• Lead development, implementation and assurance of project controls systems, tools and reporting structures.
• Oversee budgets, forecasts, EAC, ETC, ACWP and variance analysis.
• Prepare and present cost and performance reporting for senior leadership and stakeholders.
• Own portfolio-cost forecasting and financial performance management; identify trends, risks and opportunities.
• Lead EVM, trend analysis, benchmarking and performance measurement to support programme objectives.
• Provide strategic business case advice, investment decisions and cost governance across lifecycle.
