Job summary

Citizen Housing Group in Birmingham is seeking a dedicated ASB Service Lead to manage a team of Safer Neighbourhood Officers. You will guide complex casework, ensure lawful practice, and strengthen community safety across Citizen’s properties.

You will oversee enforcement tools, collaborate with police and authorities, and use data-driven insights to improve service delivery and outcomes for residents.

Qualifications

• Experience leading ASB or neighbourhood casework in housing, local authority, policing, or community safety settings.
• Strong understanding of ASB and enforcement tools under current legislation.
• Evidence of continued professional development in housing, community safety, or neighbourhood management.

Responsibilities

• Lead and manage the Safer Neighbourhood Officers with clear expectations and high-quality case management.
• Provide expert guidance on complex or high-risk ASB cases across the team.
• Ensure ASB casework is recorded, progressed on timescales, and documented with evidence.
• Authorise ASB enforcement actions and attend court as required.
• Promote community reassurance and safety initiatives within the community.
• Represent Citizen at multi-agency meetings with police, local authorities, safeguarding teams and partners.
• Use performance data and resident feedback to improve service delivery.

Salary: £56,385 per year

Location: Birmingham, 4040 Lakeside, B37 7YN

• Lead and manage the Safer Neighbourhood Officers, ensuring clear expectations, effective supervision, and high-quality case management and tenancy enforcement.
• Provide expert guidance on complex or high risk ASB cases, supporting consistent and lawful practice across the team.
• Ensure all ASB casework is accurately recorded, progressed within agreed timescales, and supported by appropriate evidence and documentation.
• Authorise and oversee the use of ASB enforcement tools (e.g. Injunctions and possession action) and attend court where required.
• Promote and support community reassurance and safety initiatives.
• Represent Citizen at multi agency meetings such as case conferences working collaboratively with police, local authorities, safeguarding teams, and community partners.
• Use performance data, resident feedback, and case insights to inform operational decisions and contribute to service improvement discussions

Qualifications and experience:

• Experience managing or leading ASB or neighbourhood casework within housing, local authority, policing, or community safety settings.
• Strong understanding of the Anti-Social Behaviour, the new Crime and Policing Act 2026 and related enforcement tools.
• Evidence of continuous professional development related to housing, community safety, ASB, or neighbourhood management.
• Strong leadership skills with the ability to motivate, support, and develop staff.
• Training in safeguarding, risk management, or trauma informed practice (or willingness to undertake).
• Formal ASB, housing law, or enforcement related training (desirable).
• CIH (Certificate In Housing) qualification or willing to work towards.
• Full UK driving licence.
