Job summary

Birmingham City Council is seeking a Senior Community Safety Manager – Operations in Birmingham. You will lead frontline community safety services across the city, coordinating with police, housing providers, and partners to deliver an intelligence-led approach that reduces crime and ASB.

The role requires strong leadership, experience in complex partnership working, and a commitment to performance-driven improvement with safeguarding at the core.

Qualifications

Responsibilities

• Provide clear and visible leadership across internal teams, ensuring consistent standards, effective supervision, and high-quality service delivery.
• Oversee the response to anti-social behaviour and crime, ensuring consistent, high-quality service delivery.
• Lead the Council’s operational approach to ASB, including close working with Housing services as responsibilities transition.
• Provide operational leadership for community safety activity relating to supported exempt accommodation.
• Ensure effective use of legislation, particularly under the Anti-Social Behaviour, Crime and Policing Act 2014. Ensuring effect use of all the tools and powers.
• Drive intelligence-led interventions, including hotspot patrols and street intervention services.
• Build and maintain strong partnerships with police, housing providers, and other stakeholders.
• Work with partners (police, housing, health, business and VCS) to ensure effective problem-solving at neighbourhood level.
• Oversee performance, risk management, and quality assurance across services.
• Ensure robust case management processes, prioritising risk and harm.
• Oversee the design and implementation of consistent, high-quality case management frameworks, ensuring defensible decision-making and effective safeguarding responses.
• Lead, develop, and support a team of managers and staff, including recruitment and performance management, driving a culture of accountability, learning, and continuous improvement.
• Ensure compliance with financial, governance, safeguarding and statutory requirements.

Birmingham City Council Community Safety Team is seeking an experienced and dynamic Senior Community Safety Manager – Operations to lead the delivery of frontline community safety services across the city.
You will lead both internal operational delivery within the Council and multi-agency operational coordination through Local Community Safety Partnerships (LCSPs), ensuring a coherent and consistent approach to managing risk, harm, and vulnerability across Birmingham.
This is a high-impact leadership role where you will translate strategic priorities into real-world outcomes, tackling anti-social behaviour, reducing crime, and ensuring our communities feel safe, supported, and protected. A central expectation of the role is to strengthen the Council’s ability to evidence outcomes, embedding a culture of performance, data-driven decision-making, and continuous improvement across operational delivery.

What you'll need...

We're looking for an experienced leader with a strong background in community safety, anti-social behaviour, or enforcement. You will have a proven track record of leading operational teams, delivering service improvements, and working effectively across complex partnership environments.

You will be able to demonstrate:
