Job summary

Citizen Housing Group in Birmingham is seeking a Leasehold and Commercial Housing Manager to oversee shared ownership, leasehold and freehold portfolios, ensuring a high-quality, compliant service.

You will lead a small team, manage complex lease queries, and drive improvements in governance, risk management, and income from commercial premises.

Qualifications

• Relevant degree or professional qualification in housing, property management, or a related field (e.g., Institute of Residential Property Management qualification, alternatively, RICS (Residential) or equivalent professional qualification).
• Evidence of ongoing professional development in leasehold law, service charges, building safety and relevant housing legislation
• Extensive experience managing leasehold, shared ownership, freehold and/or commercial property portfolios.
• Strong understanding of residential and commercial leases, including shared ownership staircasing, lease variations, assignments, subletting and enforcement.
• Experience leading teams, developing staff and embedding consistent standards of practice.
• Ability to interpret leases, legislation and technical guidance and translate them into clear operational processes.
• Skilled in negotiation, challenge and influencing to secure compliance and high-quality service delivery
• CIH (Certificate in Housing) Level 4 qualification or willing to work towards

Responsibilities

• Lead the coordination of Section 20 consultation, tribunal activity and legal instructions, ensuring processes are timely, compliant and protect Citizen’s legal and financial position.
• Ensure commercial premises are managed effectively, maximising income in line with lease terms.
• Lead service delivery for leasehold, shared ownership, freehold, commercial housing and RTB/RTA.

Leasehold & Commercial Housing Manager

Location:Birmingham/ Hybrid – minimum 2 days a week in the office

Key responsibilities include:

• Oversee the effective management of shared ownership, leasehold and freehold portfolios, ensuring a consistent, high -quality service.
