Job summary

The Low Carbon Fuels Directorate (LCF) leads on the policies and programmes that cut emissions from transport fuels while creating the conditions for a strong UK low carbon fuel industry. Its work is central to delivering net zero commitments, providing certainty for investors, and ensuring the UK can scale up the use of sustainable fuels in road and aviation.

Within LCF the SAF Revenue Certainty Mechanism (RCM) is a flagship government programme designed to unlock investment in UK Sustainable Aviation Fuel (SAF). It will give producers the long-term revenue confidence they need to build new plants in the UK, while protecting value for money for airlines and consumers. The RCM will operate through contracts between government and SAF producers to stabilise revenues, ensuring investors can finance projects and deliver a UK SAF industry. The RCM will be funded by industry through a levy and its detailed policy and design features will be critical to the success of the scheme

This is a high-profile, complex and cross-government programme, central to meeting the UK’s ambition to scale up domestic SAF production in line with the SAF mandate by 2030.

Job description

As a Policy & Finance Lead within the SAF RCM Division you will work collaboratively to lead on developing crucial design features of the SAF RCM levy. You will work closely with the wider LCF policy team, legal, commercial and analytical colleagues across DfT and Whitehall, and will have significant exposure to senior officials and external stakeholders.

Your responsibilities will include, but aren’t limited to:

  • Leading the design of the SAF RCM levy ensuring it is efficient, effective and robust
  • Owning and coordinating the development of policy options for the levy
  • Engaging with stakeholders across the sector at a senior level
  • Building strong working relationships within DfT and across Whitehall

Essential skills and experiences
  • Experience in finance (e.g. accounting/corporate finance) in a delivery or policy role.
  • Excellent analytical and good financial modelling skills.
  • Strong communicator of complex issues, and able to translate technical financial and policy concepts into clear, balanced advice for senior officials and ministers.
  • Excellent stakeholder engagement skills, able to work across professions and departments, and to influence senior external stakeholders with differing interests in a commercially and politically sensitive environment.
  • Comfortable working in a fast-paced, challenging and uncertain environment.
Desirable qualifications

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

Occasional travel to other offices may be required.
