Job summary

Oldham Council is seeking a Licensing Projects & Hearings Officer to join the Public Protection team in Oldham. The role combines project coordination, data analysis, committee administration and licensing support to drive service improvements.

You will work closely with the Licensing Manager, manage hearings administration and ensure reports and records are prepared to a high standard, engaging with councillors, licence holders, applicants and partner organisations.

Qualifications

• Experience of working within a licensing team and supporting project delivery.
• Experience researching, processing and analysing information or complex datasets, and maintaining databases.
• Detailed knowledge of licensing legislation (Licensing Act 2003, Gambling Act 2005, Private Hire & Hackney Carriage) and strong communication skills.

Responsibilities

• Coordinate and support a range of licensing-related projects, including policy development and consultations.
• Prepare reports for licensing panels and committees, attend hearings and undertake post-hearing administration.
• Research, analyse and interpret data to support project planning and decision-making.
• Administer licensing systems and databases, maintaining accurate records and online presence.
• Monitor project milestones and support communication, training and change management activities.
