Job summary

Oldham Council is seeking a Licensing Projects & Hearings Officer to join the Public Protection team in Oldham. The role combines project coordination, data analysis, committee administration and licensing support to improve licensing services.

You will work with the Licensing Manager to deliver projects, prepare reports for hearings, and ensure records and outcomes are maintained to a high standard. Strong communication with councillors, applicants, licence holders and partners is essential.

Qualifications

• Experience working in a licensing team and supporting delivery of projects or programmes.
• Researching, processing and analysing information or complex datasets.
• Knowledge of licensing legislation (Licensing Act 2003, Gambling Act 2005, Private Hire & Hackney Carriage).

Responsibilities

• Coordinate and support licensing-related projects, including policy development and consultations.
• Prepare reports for licensing panels and committees; attend hearings and post-hearing admin.
• Research, analyse and interpret data to support project planning and decision-making.
• Administer licensing systems and databases; maintain records and online presence.
• Monitor milestones and support communication, training and change management.
