Job summary

Wiltshire Police is seeking a Lead Developer to shape the future of digital service delivery across the Halo ITSM platform. You will provide technical leadership for low-code service management solutions, automations, integrations and AI-enabled capabilities that improve user experience, operational effectiveness and service performance.

Working with multidisciplinary DDaT teams, you will help define standards, governance and ensure the platform delivers secure, scalable and user-centred

Qualifications

• Significant experience designing and governing Halo ITSM or equivalent enterprise service management solutions.
• Experience leading design of workflows, automations, integrations and digital services delivering measurable benefits.
• Strong knowledge of ITSM principles, tooling and modern digital delivery practices.
• Experience establishing technical standards, governance controls and secure-by-design approaches.

Responsibilities

• Provide technical leadership for Halo ITSM platform ensuring security, scalability and alignment to user needs.
• Design and govern workflows, automations, self-service capabilities and service catalogs.
• Lead integrations between Halo ITSM and Microsoft 365, Power Platform and identity services.
• Establish platform standards and governance to maximize value and sustainability.
• Act as technical authority for complex service management and AI-enabled solutions.
• Collaborate with Service Owners, Architects and teams to identify improvement opportunities.
• Use performance data to drive continual platform optimization.
• Coach developers and platform specialists in Halo ITSM and modern DDaT practices.

About the role

As a Lead Developer,you will shape the future of digital service delivery across Wiltshire Police by leading the design,governanceand continual evolution of our Halo ITSM platform. You will provide technical leadership for low-code service management solutions, automations,integrationsand AI-enabled capabilities that improve user experience, operationaleffectivenessand service performance. Working across multidisciplinaryDDaTteams, you will help define standards, driveinnovationand ensure the platform delivers secure,scalableand user-centred services that support modern policing and digital transformation.

What you will be doing

• Provide technical leadership for the Halo ITSM platform, ensuring solutions are secure, scalable,resilientand aligned to organisational and user needs.
• Design, govern and continually improve workflows, automations, self-service capabilities, servicecataloguesand digital service management processes.
• Lead the development of integrations between Halo ITSM, Microsoft 365, Power Platform, identityservicesand other enterprise technologies.
• Establish andmaintainplatform standards, governance controls, reusablecomponentsand development patterns to maximise platform value and sustainability.
• Act as the technical authority for complex service management, workflowautomationand AI-enabled solutions, providing assurance on design,securityand operational impact.
• Work closely with Service Owners, Architects, BusinessAnalystsand operational teams toidentifyopportunities for service improvement,automationand innovation.
• Use user feedback, serviceinsightand performance data to drive continual improvement and platform optimisation.
• Coach and mentor developers and platform specialists, building organisational capability in Halo ITSM, service automation and modernDDaTdelivery practices.

About you and your experience

• Significant experiencedesigning, developing,governingand supporting solutions within Halo ITSM or a comparable enterprise service management platform.
• Experience leading the design of workflows, automations,integrationsand digital services that deliver measurable operational and business benefits.
• Strong knowledge of IT Service Management principles, service managementtoolingand modern digital delivery practices.
• Experienceestablishingtechnical standards, governancecontrolsand secure-by-design approaches within enterprise platforms.
• The ability to translate complex user, operational and organisational requirements into effective technical solutions and service improvements.
• Experience influencing stakeholders, providing technicalleadershipand working effectively across multidisciplinary teams.
• A passion for innovation, automation, AI-enabledcapabilitiesand continuous improvement, with a focus on delivering outstanding user outcomes.
• ITIL 4 Foundation certification, with advanced ITSM, Halo ITSM or related service management certifications and evidence of continuous professional development highly desirable.
