This Opportunity:

Palladium is recruiting for a HR and Recruitment Associate to support the UK PACT programme. The UK PACT programme aims to improve the effectiveness of key institutions (public, private and civil society) in partner countries so that they can deliver accelerated emission reductions and raise the ambition of their Nationally Determined Contributions (NDCs) targets. This programme is the UK Government's flagship climate change programme to overcome barriers to clean growth and have high emissions reduction potential to accelerate climate change mitigation efforts.

This role will be a key member of the UK PACT Programme Management Unit (PMU) supporting the HR management of teams and recruitment across the UK and our ten countries of operation.

The position is based in Palladium's London or Bristol, UK office.

Reporting Lines:

This role will report into a Manager within the UK PACT programme.

Primary Roles and Responsibilities:

The HR & Recruitment Associate will support contracting and HR activities as well as give support on all recruitment, of the programme and, specifically, will:

Human Resources

  • Support the development and coordinate new hire onboarding processes, including doing due diligence, negotiations, new hire paperwork, contracting, updating records on HR compass and conducting orientation sessions;
  • Keep the HRIS fully updated at all times, maintain HR records and files in line with GDPR;
  • Ensure all documents are stored in the appropriate system;
  • Support employee relations matters, including conflict resolution and performance management;
  • Support the development, set-up and coordination of probation reviews and the annual performance review cycle, assisting line managers and team members in conducting their reviews and informing salary and bonus decisions;
  • Arranging trainings for staff. This involves liaising with internal stakeholders, sourcing suppliers and scheduling trainings;
  • Support line managers to monitor leave and official holidays for all employees;
  • Respond to internal HR related inquiries or requests and provide assistance; and
  • Any other ad hoc requests from the line manager in support of the UK PACT Project

Recruitment

  • Serve as key point of contact in the team for the coordination of recruitment of new staff, consultants and technical experts across the programme;
  • Support the development and review of terms of reference, job descriptions and responsible for advertisements;
  • Develop recruitment plans and outreach strategies to attract candidates to roles;
  • Conduct active sourcing for candidates using LinkedIn and other candidate databases;
  • Conduct initial screening and contact of candidates to determine qualification and interest level;
  • Coordinate interviews and develop interview questions with hiring managers;
  • Support with the selection and procurement of technical experts or suppliers for delivery across the UK PACT portfolio; and
  • Prepare and issue contracts, contract amendments, and letters as required
  • Good understanding of HR and recruitment best-practice, including role design, candidate sourcing, salary negotiations, onboarding and diversity and inclusion;
  • Experience supporting HR and recruitment functions in a complex organisation. Experience in international organisations, or multi-country teams is particularly preferred;
  • Exceptional relationship building and organisational skills; demonstrated ability to work both independently and within a team;
  • Fluency in English: able to communicate verbally and in writing clearly and convincingly;
  • Excellent cross-cultural communication and interpersonal skills demonstrated by ability to build a rapport quickly across culturally and linguistically diverse staff, clients and consultants;
  • A high degree of personal resilience, flexibility and ability to adapt to changing circumstances and competing deadlines;
  • Experience working on donor funded programmes and an interest in tackling climate change would be advantageous.
