Oscar Underhill Recruitment Solutions Ltd is seeking an experienced Housing Officer for a Dumfries-based role covering Annandale. The position focuses on tenancy management, ASB handling, safeguarding and complex resident support. DBS Enhanced and full UK driving licence are essential.

You will manage housing properties, investigate issues, apply legislation, and work with agencies to sustain tenancies and safe communities across the patch.

Housing Officer – Social Housing & Tenancy Management

Are you an experienced Housing Officer with strong knowledge of housing legislation, anti-social behaviour and tenancy management?

We are recruiting for an experienced Housing Officer to join a well-established UK housing provider, based in Dumfries (DG1) and covering the Annandale area.

This is a varied, customer-facing role involving complex housing cases, anti-social behaviour (ASB), safeguarding and tenancy sustainment. You will manage a designated housing patch, helping residents maintain successful tenancies and supporting safe, sustainable communities.

Vacancy Brief

• Role: Housing Officer
• Location: Dumfries DG1 4ZZ, covering Annandale
• Pay: £14.95 per hour PAYE (approximately £29,152 per annum equivalent)
• Hours: Monday–Friday, 9am–5pm
• Contract: Temporary assignment
• DBS: Enhanced DBS covering Child and Adult Workforce – Essential
• Driving: Full UK Driving Licence – Essential

Key Responsibilities

• Manage a portfolio of housing properties, delivering high-quality tenancy and neighbourhood management services.
• Investigate and resolve anti-social behaviour (ASB), tenancy breaches, neighbourhood disputes and complex customer situations.
• Apply relevant housing legislation, tenancy law and safeguarding procedures when managing cases.
• Support vulnerable residents with tenancy sustainment, independence and access to appropriate support services.
• Manage tenancy matters, including allocations, lettings, estate inspections, rent arrears and service charges.
• Identify safeguarding concerns and make appropriate referrals to relevant agencies.
• Carry out property inspections, identify repairs and maintenance issues, and liaise with contractors to ensure timely resolution.
• Support void management, property turnaround and compliance with housing standards.
• Work closely with local authorities, police, social services and other partners to resolve housing and community issues.
• Maintain accurate case records, manage customer complaints and contribute to service improvements.

Skills & Experience Required

• Previous experience as a Housing Officer, Neighbourhood Officer, Housing Manager or similar.
• Strong knowledge of housing legislation, tenancy law and housing management procedures.
• Proven experience managing ASB cases, tenancy breaches and complex customer situations.
• Experience supporting vulnerable residents, handling safeguarding concerns and sustaining tenancies.
• Knowledge of arrears management, allocations, property inspections and neighbourhood management.
• Excellent communication, negotiation, problem-solving and customer service skills.
• Strong organisational and IT skills, with the ability to manage a varied caseload independently.
