Job summary

Target in Cardiff is seeking a Head of Change to join the Senior Leadership Team, leading a portfolio of client-funded and internal transformation programmes. You will oversee a team of Programme, Project and PMO professionals, fostering development, collaboration and delivering tangible business value.

You will shape change delivery, work with senior leaders, and ensure governance and robust reporting while maintaining a strategic yet delivery-focused approach.

Qualifications

• Significant experience leading change, transformation or portfolio delivery functions.
• A proven ability to build, motivate and develop high-performing teams.
• Strong stakeholder management skills with the confidence to influence and engage at all levels, including executive leadership.
• Experience delivering programmes using Agile, Waterfall or hybrid approaches.
• Commercial awareness and experience managing budgets, forecasts and programme financials.
• Experience working within complex environments, including matrix teams and third-party delivery partners.
• A strategic mindset, combined with a practical and delivery-focused approach.
• Relevant project or change management qualifications.

Responsibilities

• Provide leadership across the change portfolio, overseeing client-funded and internal transformation programmes.
• Lead, coach and develop a high-performing team, creating a culture built on collaboration, accountability and continuous improvement.
• Work closely with senior leaders, clients and partners to ensure priorities are aligned and programmes deliver the outcomes expected.
• Act as a trusted advisor and escalation point for significant programme and delivery matters.
• Ensure strong governance, effective risk management and high-quality reporting across the portfolio.
• Develop resource and capability plans that enable the team to respond to changing business needs.
• Champion effective change management and stakeholder engagement, helping colleagues embrace new ways of working.
• Embed a commercially focused approach to delivery, ensuring programmes are delivered efficiently and provide tangible value.
