Job summary

Portsmouth City Council is seeking a skilled Data Intelligence Adviser to support the Best Start in Life strategies and related health-programme data needs. The role focuses on leading data for services, building dashboards, and delivering regular intelligence reports to inform resource decisions.

Fixed term until March 2029, hybrid working with minimum 2 days in the office. Strong experience in data management, Power BI, and data-sharing governance is essential.

Qualifications

• Experience with database management, interrogation and data-quality improvement.
• Experience using reporting software, case management reporting tools or database interrogation tools.
• Advanced Excel skills with ability to manipulate, analyse and present complex information.
• Ability to explain complex data clearly through reports, presentations and discussions.
• Strong understanding of confidentiality, data protection, information security and safeguarding responsibilities.
• Excellent communication and relationship-building skills.
• Ability to organise demanding workloads and meet deadlines, using initiative.
• Proactive, resilient and solution-focused approach.

Responsibilities

• Lead data and intelligence for designated services, understanding information needs and creating data solutions.
• Integrate information from multiple systems, identify trends in demand, activity, need and outcomes, and present findings clearly.
• Design and maintain high-quality data products to support informed resource decisions.
• Develop Best Start in Life dashboards and regular intelligence reports.
• Lead quarterly validation and submission of Best Start Family Hubs and Healthy Babies impact returns to government departments.
• Contribute to annual impact reporting and establish data-sharing agreements with partners and Information Governance colleagues.
