Our purpose is to improve people's lives through building the facilities and infrastructure that communities need, providing opportunities for our people to learn, grow and progress, working with our supply chain to promote the very best working practice and caring for the environment in which we work.

We do this by holding true to our values, delivering excellence for our clients and the community, being passionate about our role in providing vital services, putting integrity at the heart of our business by doing the right thing, and collaborating with our clients, supply chain and stakeholders to deliver lasting change and long-term value.

We carry out building and infrastructure works across the UK through the extensive knowledge and expertise of several regional offices.

This approach enables us to deliver schemes of national distinction, with a local approach across a wide range of markets. Our spread of work for both public and private sector clients is well-balanced and widespread, and we are renowned for our ability to provide sustainable, whole-life solutions. We pride ourselves on our collaborative approach, as demonstrated by our record for repeat business and our position on key frameworks.

What you will be doing:

The Preconstruction Commercial Manager supports the national pre-construction function within Integrated Solutions, the team leading our work across frameworks and the key sectors of Education, Health, Defence, Secure & Custodial, and Affordable Housing. Reporting to the Strategic Preconstruction Director, the role provides commercial and contractual support for strategic project and framework bids. It also works closely with sector leads and the wider business to support tender and delivery-stage activities for our national frameworks, and plays a key role in sharing cost data and commercial knowledge across the business.

You Will:

  • Coordinate and manage the commercial and contractual aspects of framework and strategic project submissions, collaborating closely with bid teams, commercial, estimating, legal, and finance functions.
  • Act as a key member of the bid team, providing commercial input at bidder events and framework working groups alongside clients and industry peers.
  • Develop and deliver presentations on proposed commercial strategy for tender submissions.
  • Contribute to the creation of best practice commercial content for bid submissions, ensuring consistency and quality.
  • Provide commercial and contractual support to sector teams and the wider business, to support the implementation of our strategy at both tender and delivery stages.
  • Coordinate the collection and analysis of tender and outturn cost data to enhance business intelligence and inform future strategy.
  • Produce cost plans and feasibility cost advice, with support from the estimating function, and develop benchmarking intelligence for specific project opportunities.
  • Investigate and resolve a wide range of commercial queries, supporting the business in maximising commercial benefits from framework positions.
  • Support research of industry trends and best practices to ensure the business remains informed and adopts.
  • Engage with suppliers and consultants, compiling and managing their appointment documents.
  • In conjunction with the Legal Team, conduct thorough reviews of contract terms and conditions to identify potential commercial risks and ensure alignment with company policies and risk appetite.
  • Maintain a strong understanding of client's commercial priorities and industry trends to inform the work-winning function and drive innovation.
  • Analyse tender feedback and perform sensitivity analyses against client scoring criteria to refine future submissions.
  • Ensure compliance with the Business Management System (BMS) processes, maintaining appropriate governance and record-keeping for areas of responsibility

About You:

  • Previous experience in a commercial role in the construction industry
  • Relevant Degree or experience
  • Knowledge or experience of NEC Option A and C, JCT and PPC2000 contracts
  • Understanding to advise on the commercial implications of contractual payment mechanisms
  • Excellent knowledge of MS Excel and working knowledge of MS Word and MS Power point
  • Experience of Framework contracts
