Job description

Positive Employment is currently recruiting for a Council Tax Manager for our client a government organisation in Honiton, Devon. The successful post holder will manage the administration and collection of council tax, ensuring that bills are accurate, government returns are completed, and that the Council Tax budget is balanced. Protect and maximise the organisation’s income and represent the organisation at Court for the recovery of debt and tribunals to defend decisions. Provide excellent customer service with a particular focus on developing the use of on-line and automated transactional services. Candidates must have experience of managing Council Tax Service in particular on recovery matters, please do not apply without this experience !!! This role is a temporary contract initially for 6 months with the possibility to extend. This role is flexible working, with 1-2 days a week in the office required. Basic DBS required upon offer Role. The client will also consider part time minimum 24 hours per week over 3 days for the right candidate.

Duties and Responsibilities (but not limited to):
  • Responsible for the billing and collection of council tax by: Ensuring registration, billing, awards of discounts and exemptions are actioned in accordance with legislation and policy;
  • Maximise collection of council tax, by understanding our customer base and effectiveness of different collection methods to ensure that we use this to help shape our procedures, policies and strategies.
  • Ensure that all customers in receipt of a discount or exemption have this entitlement regularly reviewed.
  • Ensure all incoming communication, regardless of format is dealt with in a timely and effective manner.
  • Deal with complaints;
  • Implement and monitor debt prevention strategies to maximise collection whilst providing wider support to customers where there are multiple needs.
  • Managing the on-line transactional services for council tax by keeping up to date with the latest technology and developing new services for customers. Developing strategies to encourage customers to use our online services.
  • Maintain up-to-date knowledge of council tax legislation, acting as the technical lead for the service as well as ensuring compliance with GDPR, FOI and Human Rights requirements.
  • Maintain a working knowledge of the Council Tax and EDMS systems.
  • Responsible for carrying out system thinking reviews and ensure the council tax team offers a customer focused service using systems thinking principles.
  • Prepare cases for and represent the organisation at Valuation Tribunals to defend our decisions and Magistrates Court for applications of Liability Orders, Charging Orders and Committal to Prison.
  • Compile reports in relation to council tax, for internal services, senior officers, Members and external agents.
  • Make decisions relating to the discretionary award of Council Tax discounts.
  • Review and keep up to date all council tax administration and debt recovery documents.
  • Manage and continually review the contracts/SLA with Enforcement Agents/Collectors to ensure compliance and outcomes achieved.
Personal Requirements:

Working Hours:

37 hrs / 9:00am - 17:00pm / Monday - Friday

Pay: £35.00 per hr
