Job summary

Sheffield City Council, via its CDS Framework Team, is seeking a Framework Manager to support YORhub procurement of construction and consultancy frameworks across the Yorkshire & Humber region. You will engage clients, contractors and consultants, guiding procurement, templates and NEC contracts while ensuring robust audit trails.

The role involves market engagement, tender process coordination, documentation preparation and delivering social value within procurements.

Qualifications

• Proven experience in procurement delivery, ideally construction-related.
• Knowledge of public-sector construction procurement, NEC contracts and framework call-off procedures.
• Self-motivation, proactive approach, and strong organisational skills.
• Excellent written and verbal communication with stakeholder engagement ability.
• Ability to analyse data and generate clear reports.
• Ability to manage workload and prioritise tasks.

Responsibilities

• Lead on identifying appropriate framework, lot and procurement routes for projects.
• Engage with clients, contractors and consultants, coordinating market engagement.
• Chair pre/post tender meetings and briefing sessions.
• Provide procurement guidance and assist with documentation and terms.
• Coordinate post-contract monitoring and maintain audit trails.
• Promote social value and sustainability within procurements.
• Support business development and wider YORhub activities.
