Job summary

Hull City Council is recruiting a Frameworks and Senior Category Officer to lead the procurement of framework contracts and dynamic purchasing systems. You will embed efficient processes, drive social value, and support tenders across the Council in line with legislation including the Procurement Act 2023.

You will work with the Corporate Procurement Team to develop training materials, build strong relationships with service areas, and ensure value for money while maintaining governance and

Qualifications

• Significant public sector procurement experience.
• Strong understanding of social value in procurement.
• Ability to lead improvements and drive value.
• Ability to build effective relationships with client services.

Responsibilities

• Lead procurement for framework contracts and dynamic purchasing systems.
• Develop and monitor social value delivery and KPIs.
• Provide guidance on procurement governance and reporting.
• Support category managers and stakeholder teams to deliver best value.
