Job summary

Hull City Council is seeking a Frameworks and Senior Category Officer to join its Corporate Procurement Team on a full-time basis. The role leads procurement across tenders, develops processes, and aligns with the Procurement Act 2023 while delivering value for money and social value outcomes.

You will support category managers, produce training materials, and drive innovative procurement approaches with supplier engagement, while guiding continuous improvement and governance across council

Qualifications

• Significant procurement management experience in the public sector.
• Strong understanding of social value measures in procurement.
• Proven ability to drive continuous improvement across procurement activities.
• Ability to build effective relationships with client services and partners.

Responsibilities

• Lead procurement activity, drafting reports and decision records for tenders.
• Manage framework contracts and dynamic purchasing systems; monitor value and KPIs.
• Ensure compliance with Contract Procedure Rules, Financial Regulations and related laws.
• Support staff development and training within the procurement team.
