Job summary

Sheffield City Council, via the Framework Team of the Capital Delivery Service (CDS), seeks a Framework Manager to lead procurement activities across YORhub frameworks in the Yorkshire and Humber region. You will engage clients, consultants and contractors, provide contract guidance, and support tendering from enquiry through to call-off.

The role requires strong procurement expertise in construction-related services and NEC frameworks.

Qualifications

• Experience in procurement delivery, ideally related to construction.
• Knowledge of public-sector construction and consultancy procurement, including NEC contracts and framework call-off procedures.
• Ability to provide practical guidance to clients, with input from procurement, legal and technical advisers.

Responsibilities

• Support internal SCC and external regional clients from enquiry to framework call-off.
• Engage with clients, framework consultants and contractors to capture capacity, capability and tender interest.
• Coordinate pre/post tender meetings and briefing sessions and provide procurement guidance.
• Maintain accurate records and support framework reporting and continuous improvement.
• Promote social value in procurements and support associated requirements.
