Job summary

Hull City Council invites applications for a Full Time Fixed Term role of Frameworks and Senior Category Officer for 6 months. The post supports development of procurement processes, social value, and tender leadership across the Council, with emphasis on compliance and value delivery.

The role requires substantial public sector procurement experience, strong contract management knowledge, and the ability to lead cross-team collaboration to optimise frameworks and Dynamic Purchasing Systems.

Qualifications

• Significant procurement experience in the public sector.
• Strong understanding of social value measures in public sector procurement.
• Drive continuous improvement across procurement activities.
• Ability to build effective relationships with client service areas.
• Produce high-quality service specifications to maximise Best Value.

Responsibilities

• Lead framework contracts and dynamic purchasing systems; support spend analysis and VfM.
• Develop specifications in consultation with managers and partner services.
• Ensure compliance with Contract Procedure Rules and governance obligations.
• Drive e-procurement adoption and reduce paper-based processes.
• Engage suppliers, including local businesses, to enhance social value.
