Job summary

Hull City Council is seeking a Frameworks & Senior Category Officer in its Corporate Procurement Team. The role focuses on developing and embedding procurement processes to deliver value for money, compliance with the Procurement Act 2023, and leading tenders across the Council.

You will support the Category Manager, drive social value initiatives, and help market major procurement exercises to maximise supplier participation.

Qualifications

• Significant professional procurement experience, ideally in public sector.
• Excellent understanding of applying Social Value measures in procurement.
• Drive continuous improvement across procurement activities.
• Develops strong relationships with client services and partner organisations.
• Produces high-quality service specifications to maximise Best Value.

Responsibilities

• Monitor cross-organisational spend and social value delivery for framework contracts.
• Develop specifications for framework contracts and Dynamic Purchasing Systems with stakeholders.
• Champion e-procurement to remove paper-based processes.
• Consult providers on procurement approaches to maximise social, environmental and economic value.
• Manage procurement processes for framework contracts and monitor performance.
