We're looking for a commercially minded and hands-on Head of Commercial Leasing to lead on a major regeneration and commercial asset programme within a London local authority. This is a pivotal interim role for an experienced property professional to manage and grow a varied portfolio of commercial units – including retail spaces, food concessions, business premises, and a new town centre development.

With a strong focus on leasing strategy, tenant relationships, and activation of new assets, you’ll be responsible for delivering occupancy, maximising income, and ensuring units are delivered fit-for-purpose. You’ll also support the council by providing critical commercial input during design, build, and handover phases.

Responsibilities

  • Leading commercial leasing and lettings activity across a diverse asset portfolio – from business units, food and retail units to enterprise space in new-build developments.
  • Driving tenancy strategies that maximise long-term value, shape tenant mix, and meet community and regeneration goals.
  • Negotiating heads of terms, renewals, lease agreements, and managing the full leasing lifecycle – from marketing through to handover and fit-out coordination.
  • Managing performance across commercial units: reviewing voids, monitoring income, and supporting budget planning and forecasting.
  • Liaising with internal departments – legal, planning, property, regeneration – and acting as the go-to lead on commercial lettings.
  • Building strong relationships with tenants, agents, and stakeholders to ensure high-quality occupancy and engagement.
  • Providing oversight on leasing elements of new town centre schemes, including technical fit-out, occupier readiness, and long-term asset strategy.

For this role you will need to be a confident and pragmatic leasing specialist with a strong track record in commercial lettings, asset management, and stakeholder engagement. You know how to take developments from plan to occupation – and how to align commercial needs with wider regeneration aims.

Your experience

  • Proven experience in commercial property leasing and lettings, ideally in a local authority, mixed-use, or regeneration context.
  • Strong grasp of the delivery lifecycle including landlord works, design coordination, and occupier fit-outs.
  • Excellent lease negotiation skills, including rent reviews, licences, service charge structures, and heads of terms.
  • Background in tenancy mix strategy, retail activation, and managing occupancy performance.
  • Experience with quantity surveying, construction budgets, and commercial property financials.
  • A collaborative approach, with confidence working across legal, design, and planning functions.
  • Ability to engage with agents, developers, tenants, and internal stakeholders alike.
  • Professional qualification (e.g. RICS, RIBA) or relevant senior-level experience in commercial property environments.

This is a hands-on, senior interim opportunity to shape the future of a London borough’s commercial strategy. You’ll have real influence over the direction of commercial leasing, help bring new developments to life, and ensure commercial spaces contribute to local vibrancy and revenue.
