Tina Lacey Recruitment Ltd is recruiting for a Business Development & Learner Engagement Manager in Liverpool. You will develop and manage referral and employer partnerships to recruit learners onto funded training programmes across the Liverpool City Region.

You will work closely with partners and community organisations to ensure a strong learner pipeline while maintaining full compliance with funding rules and Ofsted expectations.

Qualifications

• Experience in business development, employer engagement, or learner recruitment within funded provision.
• Strong understanding of funded education programmes and compliance requirements.
• Ability to work with diverse partners and audiences to drive recruitment.

Responsibilities

• Develop and manage referral and employer partnerships to recruit learners for ASF/FCFJ funded programmes across the Liverpool City Region.
• Collaborate with referral partners, employers and community organisations to maintain a strong learner pipeline.
• Ensure compliance with funding rules and Ofsted expectations in all activities.

Salary: Up to £35k plus performance related bonus.

Location: Ideally Liverpool based covering the NorthWest.

Key Responsibilities:

The Business Development & Learner Engagement Manager is responsible for developing and managing referral and employer partnerships to recruit learners onto short, community-based training programmes funded through the Adult Skills Fund (ASF) and Free Courses for Jobs (FCFJ) across the Liverpool City Region. The role will work closely with referral partners, employers, and community organisations to ensure a consistent pipeline of eligible, well-informed learners, while maintaining full compliance with LCRCA funding rules and Ofsted expectations.

Requirements:

• Experience in business development, employer engagement, or learner recruitment within funded provision.
• Strong understanding of Adult Skills Fund (ASF), AEB, and/or FCFJ funding.
• Knowledge of Ofsted expectations for adult learning.
• Proven ability to work with learners who may have complex barriers to engagement and progression.
• Strong stakeholder management and presentation skills.
• Ability to profile, forecast, and achieve recruitment targets.
