• Manage the full French tender lifecycle: review, documentation preparation, submission, and follow-up.
• Ensure compliance with the Code de la Commande Publique and hospital procurement requirements.
• Analyze tender specifications, technical criteria, and pricing conditions.
• Coordinate with internal teams to gather required documents and certifications.
• Prepare tender dossiers including administrative documentation and CE certifications.
• Maintain the national tender calendar and pricing files.

We are partnering with a top global Medical Devices company to recruit a Tenders Specialist responsible for managing public procurement processes across France. The role focuses on coordinating tender submissions for hospitals, regional health authorities, and public institutions, ensuring full compliance with French public procurement regulations (Code de la Commande Publique) and delivering high-quality, competitive bids.

Ideal for a detail-oriented, analytical professional with experience working with Marchés Publics, AP-HP, and regional health procurement platforms.

Main tasks

• Manage the full French tender lifecycle: tender review, documentation preparation, submission, and follow-up.
• Ensure strict compliance with the Code de la Commande Publique, national frameworks, and hospital procurement requirements.
• Analyze tender specifications, technical criteria, pricing structures, and eligibility conditions.
• Coordinate with internal teams (Sales, Marketing, Regulatory, Legal, Finance, Supply Chain) to gather all required documents and certifications.
• Prepare tender dossiers including administrative documentation, product descriptions, declarations, CE certifications, pricing tables, and legal forms.
• Maintain the national tender calendar, pricing files, contract renewal schedules, and tender outcome tracking.
• Support contract implementation after award: documentation updates, price revisions, extensions, and communication with public procurement offices.
• Monitor French procurement trends, competitor activity, and market price evolution to support strategic tender decisions.

Your profile

• Bachelor’s degree in Business, Law, Economics, Life Sciences, or related fields.
• Experience with tenders / public procurement in France, ideally within Medical Devices or Pharma.
• Strong understanding of French procurement procedures, including platforms such as:
  • PLACE, MAXIMILIEN, AP-HP Purchasing Portal, UGAP, CHR procurement platforms.
• Excellent administrative accuracy and meticulous attention to detail.
• Strong analytical and communication skills.
• Fluency in French and English (written and spoken).
• Strong Excel skills; experience with tender management systems is a plus.
