Context The quality of project and portfolio management relies on appropriate tools, documented and aligned with the processes as well as the client's methodological framework.Mission • Gather, qualify, and analyze tool evolution requirements. • Contribute to tool improvement, integration, or deployment projects. • Formulate recommendations for functional and methodological evolution. • Produce and maintain user documentation. • Manage planning, risks, actions, and monitoring indicators. • Prepare materials and decision-making elements for monitoring committees.Technical Skills • Mastery of the project and portfolio lifecycle: scoping, planning, resource allocation, cost tracking, risk management, arbitration, and closure. • Proven experience with at least one market-leading PPM or EPM solution (e.g., Microsoft Project/Project Online, Planisware, Clarity, ServiceNow SPM, Planview, Jira/Confluence, or equivalent), including its functional configuration. • Functional analysis: conducting workshops, gathering and qualifying requirements, mapping processes, writing requirements, functional specifications, and acceptance criteria. • Design and administration of repositories: project typologies, milestones, validation workflows, templates, workload plans, schedules, roles, access rights, and governance rules. • Portfolio management: consolidation of schedules, capacities and workloads, budgets, risks, dependencies, benefits, arbitration scenarios, and roadmaps. • Proficiency in reporting and data visualization, particularly advanced Excel and Power BI or equivalent tools: dashboards, indicators, consistency checks, and automated reporting. • Understanding of architectures and interfaces: APIs, data exchange flows, ETL, data formats, SSO, directories, and integration with financial, HR, ITSM, and collaborative tools. • Ability to define data migration and quality requirements: mapping, data recovery, deduplication, controls, reconciliation, and business rules. • Preparation and execution of functional testing: test strategy, scenarios, datasets, defect tracking, regression testing, and business validation. • Knowledge of predictive, agile, and hybrid approaches, as well as their implications for tool configuration and indicator production. • Management of deployments: version control, contributor coordination, change management, training, user support, and adoption measurement. • Drafting and maintaining specifications, administration procedures, user guides, training materials, operating documentation and decision-making documents.Required or Desired Certifications • Project Management — Primary certification expected: PMP, PRINCE2 Practitioner, IPMA Level C, or equivalent certification demonstrating mastery of a structured project management framework. • Agile methodologies — Certification preferred depending on the context: PMI-ACP, Scrum Master, Product Owner, SAFe, or equivalent certification. • Portfolio Management — Certification highly valued: PfMP, MoP, SAFe Lean Portfolio Management, or equivalent portfolio governance training. • PPM Solution — Vendor certification recommended: Administrator, Functional Consultant, or Specialist certification for the client's chosen solution. • IT and Digital Services — Additional useful certification: ITIL Foundation, particularly when the PPM tool is integrated into an ITSM environment or an IT department. • Data and Reporting — Certification preferred: Power BI Data Analyst certification or equivalent for projects with a strong reporting and data quality component. • Change Management — Certification preferred: Prosci, CCMP, or equivalent certification training when the project involves large-scale adoption.Organizational Skills • Rigor, autonomy, and a strong sense of responsibility. • Ability to coordinate business, functional, and technical stakeholders. • Analytical skills, pragmatism, and the ability to prioritize. • Clear communication and the ability to report to governance bodies. • User-centric approach, a service-oriented mindset, and the ability to support tool adoption.Required Profile: Senior PMO Consultant, Tooling Project Manager, or Business Analyst, preferably holding a Master's degree (or equivalent) in Information Systems, Project Management, or a related field. At least 5 years of experience in the implementation, development, functional administration, or deployment of project and portfolio management solutions is expected, ideally in a complex and highly governed environment. The candidate must be proficient in communication between business stakeholders, technical teams, and vendors, as well as in functional documentation, data quality, user acceptance testing, reporting, and risk and KPI management. At least one recognized project management certification is preferred; for senior profiles or high-responsibility roles, it may be required.
