Context: The project involves the deployment of an open-source Auto Multiple Choice (AMC OMR, minimum stable version 1.5) solution in an intranet client-server architecture, as well as a pilot test, rollout, and post-installation support. The IT Project Manager is responsible for the governance of the entire system and the interface with all stakeholders.Mission: To manage the entire process of supplying, installing, configuring, testing, piloting, scaling, and ensuring the long-term sustainability of the AMC OMR solution. In this capacity, the Digital & IT Project Manager defines the governance framework, coordinates technical, educational, and institutional teams, ensures adherence to deadlines, budgets, quality standards, and dependencies, and guarantees the compliance of hardware, software, and services. They organize decision-making, oversee risk management, ensure traceability of decisions and changes, and ensure the long-term adoption of the solution by users. Finally, they prepare the validation of all deliverables and report on progress, results, and areas for improvement to the steering committees.Main Activities • Scoping and Governance: Define the scope, schedule, responsibilities, milestones, approval processes, and success criteria for the project. • Management and Coordination: Coordinate stakeholders, service providers, and on-site interventions; monitor resources and contractual commitments; and organize necessary arbitration. • Technical Supervision: Oversee the supply, installation, and configuration of hardware, the network, and AMC OMR, PostgreSQL, and Samba solutions, ensuring security, access, and backups. • Acceptance Testing and Quality: Organize technical and functional tests, track anomalies, verify the conformity of services, and obtain resolution of outstanding issues before commissioning. • Pilot and Rollout: Conduct experimentation, analyze results and user feedback, and then prepare and secure the gradual deployment across different sites. • Support and Transfer: Coordinate training, onboarding assistance, documentation, and skills transfer to promote adoption of the solution. • Monitoring and sustainability: managing risks, changes, performance and reporting, then formalizing maintenance, support and sustainability mechanisms as well as the final report.Expected Skills • Project Management: Proficiency in planning methods, budget control, schedule monitoring, resource management, risk management, dependency management, and change management in multi-site IT environments. • Governance and Coordination: Ability to structure decision-making bodies, organize arbitration, and effectively coordinate technical, educational, administrative, and institutional teams. • Contractual Monitoring: Ability to verify the conformity of services and deliverables, monitor supplier commitments, document discrepancies, and manage corrective actions. • Architecture and Infrastructure: Sound understanding of intranet client-server architectures, Linux systems, local area networks, servers, workstations, ADF scanners, and printing devices. • Software Environments: Knowledge of open-source solutions and ability to oversee the installation, configuration, and operation of AMC OMR, PostgreSQL, and Samba. • Security and Service Continuity: Understanding of access management principles, backup, recovery, data protection, availability, and system maintenance. • Testing and Quality Assurance: Proficiency in preparing and executing technical and functional acceptance tests, tracking anomalies, addressing outstanding issues, and validating commissioning. • Deployment and Scaling: Ability to conduct a pilot project, analyze results, define prerequisites for generalization, and ensure a smooth, phased rollout across multiple sites. • Change Management: Ability to analyze organizational impacts, engage users, support solution adoption, and implement actions to promote sustainable ownership. • Training and Skills Transfer: Ability to define a training program, coordinate sessions, assess learning outcomes, and organize knowledge transfer to local teams and focal points. • Performance Monitoring: Ability to define relevant indicators, build dashboards, analyze discrepancies, and formulate operational recommendations. • Documentation: Ability to produce, control, and maintain clear and usable project documents: plans, procedures, meeting minutes, reports, guides, and acceptance test plans. • Communication: excellent written and oral communication skills, ability to synthesize information, active listening skills and the ability to adapt messages to technical and non-technical audiences. • Leadership and problem-solving: ability to unite stakeholders, make decisions, manage priorities, resolve complex situations, and maintain project momentum. • Organization and autonomy: rigor, methodical approach, responsiveness, sense of responsibility, foresight, and ability to work in a multicultural and demanding environment.Expected Results and Deliverables • Consolidated schedule, governance framework, and validated dashboards. • Acceptance and commissioning reports for each institute. • Pilot phase report detailing results, incidents, and adjustments. • Scaling-up plan, sustainability and adoption plan, and final project report. • All contractual deliverables submitted on time and validated by stakeholders.Required Profile • Education: Master's degree (or equivalent) in computer science, information systems, engineering, project management, or a related field. • General Experience: At least five years of professional experience leading Digital & IT projects, including a significant portion dedicated to deploying IT solutions. • Project Management References: Proven experience in managing at least two comparable IT projects, from scoping to acceptance testing and commissioning. • Multi-site Deployment: Demonstrated participation in at least one project involving multiple sites, multidisciplinary teams, and the coordination of suppliers or service providers. • AMC OMR Solution: Hands-on experience deploying, configuring, operating, or monitoring an AMC OMR solution; experience with version 1.5 or later is an asset. • Technical Environments: Experience with projects based on client-server architecture, Linux systems, PostgreSQL databases, Samba file-sharing services, and intranet networks. • Hardware integration: Experience in installing or monitoring servers, client workstations, ADF scanners, printers, and network equipment is preferred. • Testing and quality assurance: Experience in preparing test plans, conducting technical and functional acceptance testing, tracking anomalies, and resolving issues. • Change management: Experience in user support, organizing training sessions, transferring skills, and supporting the adoption of a new solution. • Governance and reporting: Experience in leading project or steering committees, producing dashboards and progress reports, and managing risks and decisions. • Institutional context: Experience in the education, training, or public administration sectors, or in a project funded by an institutional partner, is an asset.Application: CV + cover letter + copies of diplomas to be sent to contact@keoni.fr
