Enable, foster, support, and assure best fleet management practices are followed and implemented regionally, including mid- and long-term machine replacement and investment plans, owning and operating expenses tracking and control, machine specs alignment and standardization, technical training, and overall machine safety standards to maximize equipment reliability and availability at the lowest possible cost. As a change agent supporting major technical and commercial decisions across diverse stakeholders, the Regional Fleet Enabler must possess excellent project management, collaboration, and communication skills.

Main Responsibilities
- Support a culture of fleet management excellence in machine reliability, availability, utilization, technical, and commercial support, meeting safety and sustainability standards, positioning the Global Fleet Management area as a strategic leader in best practices.
- Build internal capability (people, processes, technologies) across fleet management practices to identify and implement best practices that promote growth and profitability.
- Provide leadership on fleet management KPIs, strategic sourcing, local service network development, and technologies that reduce total cost of ownership.
- Develop and deploy high-level fleet management plans, including strategies for large contracts and initiatives to improve TCO across all CEMEX countries. Monitor progress against milestones, savings targets, resource needs, and implementation timelines.
- Manage local and regional supplier performance to meet business requirements.
- Monitor external markets for opportunities and challenges, addressing gaps between business needs and supplier performance, and escalating issues as needed.
- Influence the testing and adoption of new products or technologies in operations, obtaining sign-off from end users in global operations.
- Collaborate with operations to validate and deploy specifications for mobile equipment, services, and materials. Provide budget recommendations for fleet operations.
- Coordinate with authorized dealers, contractors, and vendors to ensure equipment availability.
- Plan long-term equipment replacement strategies, support budget tracking and expense control, and manage surplus or obsolete equipment disposition.
- Develop and monitor warranty guidelines and procedures, and support operations to ensure regional service network reliability.
- Implement guidelines for continuous improvement in maintenance practices, recommending best-in-class procedures for repairs, rebuilds, or replacements under standard protocols.
- Track equipment deliveries and follow up on logistics.
Qualifications
Minimum 5 years of experience managing mobile equipment.
Change Agent in a leading organization with best-in-class standards.
Academic Background: Bachelor's degree in Mechanical Engineering, Business Development, or a related discipline is required; an MBA is desirable.

Internal: The Regional Fleet Enabler will interact with all business sectors within CEMEX—Aggregates, Cement, Logistics, Ready-Mix, and others—at the regional level with managerial and decision-making responsibilities.
External: Engagement with regional mobile equipment dealers, OEM directors, regional service support managers, warranty managers, and other key external stakeholders.
