Jobtailor seeks a Senior ERP Functional Business Analyst (HRM/Payroll) to lead government ERP projects. You will run workshops, capture requirements, and drive future-state HR and Payroll designs.

Plan functional activities, manage resources, and deliver detailed specs and process documentation across the project lifecycle. You will conduct fit-gap analyses, craft functional designs, and guide testing strategies (Unit, SII, E2E, UAT).

• Serve as a Senior ERP Functional Business Analyst (HRM/Payroll) on ERP projects for government clients
• Lead business process workshops and requirements sessions to define future-state HR and Payroll solutions
• Plan and manage functional activities and resources to deliver functional specifications, process documentation, and project deliverables
• Lead fit-gap analysis to evaluate current business processes and design optimized future-state HR and Payroll processes
• Develop business concepts and functional designs supporting client requirements and ERP capabilities
• Analyze and resolve functional issues while supporting project teams throughout the implementation lifecycle
• Develop and execute Unit, System Integration, End-to-End, and User Acceptance Testing strategies and activities
• Design, validate, and optimize HR, Payroll, and Business Intelligence reports, dashboards, and analytics
• Collaborate with business stakeholders to prepare workshops, facilitate discussions, and provide advisory support
• Partner with cross-functional teams to integrate HR and Payroll processes with Finance, Benefits, Time and Attendance, and other enterprise functions
• Provide leadership, mentoring, and knowledge transfer to junior analysts
• Promote best practices and continuous process improvement
• Support modernization of government technology systems and practices for public-sector clients

Requirements

• 5+ years of experience implementing ERP solutions such as CGI Advantage, SAP, Workday, or PeopleSoft, with a strong focus on HR and Payroll processes
• Finance experience is a plus
• Strong preference for experience with CGI Advantage and familiarity with public sector ERP implementations
• Agile implementation experience; Agile certifications (e.g., SAFE) preferred
• Proven ability to support business process re-engineering, organizational change management, and cross-functional initiatives
• Ability to quickly gain proficiency in CGI's government ERP solutions and adapt to evolving project environments
• Willingness and ability to travel within the US West region as required
• Understanding of at least five key ERP areas, including Benefits, Benefits Administration, Employee Records, HR reporting including ACA compliance, Payroll, Finance, Compensation, Labor Relations, Staffing Management, Talent Management, Recruiting, Payroll Accounting, Retirement, and W-2/W-4 Tax Reporting
• Experience with ERP systems such as CGI Advantage, PeopleSoft, Oracle, SAP, or Workday
• Some technical knowledge of the System Development Life Cycle (SDLC)
• Ability to lead and perform functional activities across all SDLC phases
• Ability to facilitate requirements gathering and translate business needs into functional designs, user stories, and project deliverables
• Ability to develop test plans, coordinate test execution, and support defect resolution
• Ability to lead peer reviews and collaborate with stakeholders
• Ability to analyze HR and Payroll business issues, identify root causes, and recommend solutions
• Strong analytical, problem-solving, facilitation, presentation, and mentoring skills
• Ability to collaborate within virtual and cross-functional teams while managing competing priorities and deadlines
• Excellent verbal and written communication skills and a high degree of self-motivation
• Team-oriented with a strong customer service mindset
• Experience supporting change management and process improvement initiatives
• Familiarity with User Centered Design principles
• Ability to build strong relationships with clients and project team members
• Remote candidates must be willing to work PST hours
