Jobtailor is seeking a senior program manager to lead the eCRM Development, Operations, and Sustainment for the U.S. Navy portfolio. You will direct a multidisciplinary team across Agile software development, testing, Salesforce, data integration, cybersecurity, and business analysis to ensure on-time, within-budget delivery.

The role requires extensive federal IT program experience, PMP or active pursuit, and the ability to engage government stakeholders while maintaining CPARS performance.

Responsibilities

• Lead all program execution for the eCRM Development, Operations, and Sustainment contract supporting the U.S. Navy PEO MLB, PMW 240, within the MyNavy HR Transformation portfolio
• Serve as principal point of contact for Government stakeholders and Katmai leadership
• Maintain single-point accountability for cost, schedule, technical performance, cybersecurity posture, and customer satisfaction across task areas
• Direct a multidisciplinary delivery team spanning Agile software development, testing and quality assurance, Salesforce and systems administration, data and integration engineering, cybersecurity, and business analysis
• Oversee risk and performance management, staffing, and transition efforts for continuous eCRM operations across IL-6, IL-4, and IL-2 environments
• Lead execution according to contract management, quality control, staffing, RAM/WBS, and transition plans
• Interface with the COR, KO, PMW 240 Portfolio System Integrator, and eCRM Assistant Program Managers
• Conduct regular reviews of technical performance, resources, schedule, and risk
• Ensure timely delivery of CDRLs, including monthly progress/status/management reports, software development plans, meeting minutes, and technical documentation
• Direct Agile portfolio and release execution, including increment planning, backlog prioritization, and Configuration Control Board coordination
• Oversee 24/7 sustainment and operational monitoring of eCRM and MyNavy HR interfaces
• Maintain cybersecurity accreditation and security posture in coordination with the Government
• Manage cost, budget, schedule baselines, expenditures, and financial controls
• Improve contractor performance and CPARS ratings through risk management, quality reviews, and corrective actions
• Chair risk reviews, oversee mitigation, and escalated issues through contract communication paths
• Direct onboarding and tracking of personnel security clearances and credentials
• Oversee subcontractor and teaming-partner performance
• Deliver executive communications and briefings to senior Navy and Katmai leadership
• Identify opportunities to expand scope and value and support capture and growth of the eCRM portfolio
• Manage Transition-In and Transition-Out activities with zero disruption to operations
• Provide program direction to assistant and associate program managers, technical and functional leads, and subcontractor staff
• Maintain regular and punctual attendance and perform other assigned duties

Requirements

• Active Secret security clearance, or ability to obtain and maintain one; U.S. citizenship generally required
• Bachelor's degree in Information Systems, Business, Management, Engineering, or a related field required
• Master's degree preferred
• Ten or more years of progressively responsible program/project management experience
• At least five years leading federal IT or software development programs
• Experience managing Navy or DoD IT programs with full accountability for cost, schedule, and performance
• Experience managing efforts valued at approximately $10M or more annually or comparable multi-contract portfolios
• Knowledge of Agile practices in a Government CI/CD environment, including backlog, increment, and release management
• Experience as the Government-facing lead on a federal contract, engaging CORs and task managers, managing deliverables, and sustaining strong CPARS performance
• PMP certification, or active pursuit of PMP with completion expected within twelve months of hire
• Must obtain and maintain necessary security access and/or background checks
• Excellent written and verbal communication skills
• Experience briefing senior Government and corporate leadership and producing status reports, staffing plans, and risk communications
• Direct experience with MyNavy HR, PEO MLB / PMW 240, or comparable Navy personnel, recruiting, or HR IT systems
• Salesforce platform fluency and experience overseeing SaaS delivery, minimal-custom-code adoption, and legacy-to-cloud modernization
• Experience leading enterprise test and evaluation for federal IT systems
• Agile or Product Ownership certification such as ICAgile, Certified ScrumMaster, or SAFe Agilist
• Experience engaging Government stakeholders and supporting business development and capture across a federal portfolio
• Familiarity with ITIL v4 service management, MBSE, and DevSecOps delivery pipelines
• Full-time availability; may work additional hours as needed
• Expected travel less than 15%
• Must have or be able to attain a valid state driver's license and be insurable on the company's automobile insurance policy
• Expected driving time less than 15%
