Jobtailor seeks a senior program manager to oversee the VA CCPI Strategic Planning Division enterprise portfolio and advise SES-level VA leadership on strategy, risk management, organizational change, and initiative performance.

You will develop, coordinate, and quality-review Congressional briefing materials, testimony, and legislative reports, while coordinating governance with VA offices, contractors, and clinical stakeholders.

Qualifikationen

• Requires 10+ years of progressive program management within federal health sector and enterprise-level oversight.
• Master's degree as specified required.
• Experience advising SES-level or equivalent federal executives, preferably in VA/DoD/HHS contexts.
• Ability to obtain VA PIV credential and pass background investigation.
• Active federal suitability or security clearance preferred.
• PMI PMP or equivalent certification required at hire.
• Experience supporting data-driven, value-based health care solutions in VA environments.
• Familiarity with statutory authorities and responsibilities for testing new care models, including waivers where allowed.
• Experience authoring congressional budget justifications or legislative correspondence.

Requirements

• Minimum 10 years of progressive program management experience within the federal health sector, with demonstrated responsibility for large-scale, enterprise-level initiatives
• Master's Degree in Business Administration, Public Health, Health Administration, Public Policy, or a closely related field is required
• Demonstrated experience providing advisory support directly to SES-level or equivalent federal executives, preferably within the VA, DoD, HHS, or a comparable large federal health agency
• Ability to obtain and maintain a VA PIV credential and successfully complete a VA background investigation
• Active federal suitability or security clearance is preferred
• Must be authorized to work in the United States; this position does not offer visa sponsorship
• Project Management Professional (PMP) certification or a recognized equivalent (e.g., PgMP, FAC-P/PM Senior) is required at time of hire
• Experience supporting development of data-driven and value-based health care solutions within a VAMC, VISN, or VHACO environment
• Familiarity with statutory authorities and responsibilities associated with testing new models of care, including support for waiver requests where authorized
• Experience authoring or directly supporting Congressional Budget Justifications, congressional briefings, or formal legislative correspondence on behalf of a federal health agency
• Demonstrated experience implementing or overseeing portfolio management frameworks such as PMI's Standard for Program Management, PPBE processes, or OMB Circular A-11 capital planning requirements within a federal health context
• Proficiency with VA enterprise tools and systems such as VA Procurement and Logistics Office platforms, PowerBI-based dashboards, or IFAMS
