Overview

Director, Engineering IT / Telecom (T & I) (Telework / Hybrid) – Permanent position. Language requirements: English and French. This is a hybrid role with a mix of in‑office and remote work; work arrangements will be discussed with hiring managers per departmental guidelines. Reporting to the Senior Director – Capital project Management – Governance & Engineering (T&I), the incumbent will supervise the IT / Telecom Engineering team, which is made up of four sub-groups, responsible for assessing the needs and requirements specific to the media (radio, television and digital platforms) and corporate environments, and translating them into integrated infrastructure solutions. The role includes day-to-day management of a group of employees (project managers and engineers).

Key Responsibilities
  • Develop, supervise and mentor a team of engineers, project leads and managers, responsible for : defining operational requirements for media partners (Radio / Television / Digital) and corporate; finding solutions; preparing detailed cost estimates; contributing to business proposals; coordinating a multidisciplinary project team in the design and implementation process; producing plans & specifications; evaluating proposals (technical and financial); designing technical systems; producing documentation for installation and implementation; supervising installation and implementation; drafting tests plans and system acceptance criteria; coordinating the transfer of systems to the operational team.
  • Be a mentor and coach to your team, ensuring their well-being and progress, both technically and in terms of professional ethics and leadership.
  • Ensure a healthy working environment that encourages discussion and technical exchange; distribute workload; develop monthly financial forecasts and ensure expenditures stay within budget.
  • Review, approve and publish documents produced by team members; provide specialized technical advice to internal partners from all CBC / Radio-Canada stations and bureaus.
  • Advise media components on capital project planning and participate in the development of the five-year capital project management plan.
  • Oversee tender processes for the acquisition of goods or services; approve or draft technical specifications; evaluate responses; approve or recommend supplier selection.
  • Collaborate with Architecture and Strategic Development (ADS), Production Systems (PS) and Project Management Office (PMO) teams to realize synergies and deliver highly integrated projects.
  • Work closely with media and corporate partners as well as operational teams to understand current and future needs and deliver high-performance, easy-to-use solutions.
  • Maintain a constant technology watch and stay abreast of evolving practices and technologies in the broadcasting industry to advance CBC / Radio-Canada know-how.
  • Support the Senior Director of the department with strategic alignment, continuous improvement, organization and management of the Engineering department.
  • Perform various administrative tasks related to day-to-day management of a team (objectives, performance appraisals, time cards, expense allocations, etc.).
  • Travel: ability to travel frequently across the country and occasionally abroad.
Qualifications
  • Bachelor’s degree in engineering, computer science or equivalent.
  • Excellent communication skills (oral and written).
  • Bilingualism (English and French) is required.
  • Excellent interpersonal skills; willingness to work closely with colleagues to build alliances.
  • Face-to-face work encouraged (Montreal and Toronto) given the leadership role.
  • Experience in managing a group of engineers and / or project managers.
  • Experience in managing a team distributed across remote locations.

  • Knowledge of business practices, drawing up plans & specifications, contracts, negotiation, finance and computer management software.

  • General understanding of television / radio station operations.
  • Understanding of the systems and equipment that make up a modern data center.
  • Understanding of telecommunications systems used in the corporation, as well as wired and wireless networking technologies.
  • Understanding of application virtualization, storage and information management technologies.
  • Good knowledge of electrical, mechanical and architectural building systems.
  • Keep abreast of latest technologies, trends and development approaches; remain committed to projects and support requests.
  • Ability to adapt to a fast-changing environment and good resilience to stress; creative ability to motivate and foster collaboration across Montreal, Toronto and regional sites.
  • Be innovative on a wide range of technical and operational issues and make sound decisions that protect CBC from legal action and financial loss.
  • Ability to travel.
  • Member of the Ordre des Ingénieurs du Québec (OIQ) as a Professional Engineer or of the Professional Engineers of Ontario (POE) as a Professional Engineer is an asset.
  • Two (2) years’ experience in a position involving personnel management is an asset.
