Job summary

The City of Hamilton is seeking an Organizational Change Management Lead to drive end-to-end change strategy for the enterprise Time & Attendance system (UKG Pro WFM). You will lead stakeholder engagement, communications, and training to ensure successful adoption across a large municipal workforce.

Responsibilities include change impact assessments, governance, readiness activities, and cross-functional collaboration with HR, Payroll, IT, and unions where applicable.

Qualifications

• University degree in IT, HR, organizational development, business or public administration or equivalent experience.
• 5+ years leading organizational change for enterprise tech implementations, preferably HR systems.
• Experience with large-scale transformations in public sector or regulated environments, including unionized workforces.
• Strong knowledge of HR functions, timekeeping, payroll integration and workforce management.

Responsibilities

• Lead end-to-end change strategy for enterprise WFM transformation.
• Conduct change impact assessments across business units (scheduling, timekeeping, payroll).
• Develop stakeholder engagement and communications plans for varied audiences.
• Create training programs and readiness activities for end users.
• Monitor adoption metrics and adjust plans to maximize outcomes.
• Collaborate with HR, Payroll, IT, and external partners to ensure smooth deployment.
• Provide guidance on change management best practices to leadership and project teams.
• Support post-implementation stabilization and continuous improvement.
