Job summary

The Ottawa Hospital is seeking a Manager, Contracting & Procurement Services to drive leading-edge supply chain initiatives across category management, supplier relationship management, and governance within TOH.

Reporting to the Director of Supply Chain Operations, the role leads a team and partners with internal clients, suppliers and stakeholders to deliver value, cost savings and compliant procurement in a healthcare setting.

Qualifications

  • Undergraduate degree in business, supply chain, commerce or economics.
  • Minimum five years of experience in complex supply chain management or strategic sourcing.
  • Experience in a management role including hiring, dismissal and performance management.
  • Experience with business intelligence tools, decision support and performance measurement.
  • Expert knowledge of category management, strategic sourcing, contract management and supplier relationship management.
  • Strong knowledge of supply chain strategy, governance and continuous improvement.
  • Knowledge of public sector procurement regulations, trade agreements.
  • Proficiency with MS Office 365, Oracle P2P and eTendering.
  • Leadership to translate vision into policies and programs.
  • Strong analytical and financial risk management abilities.

Position Information

Reporting to the Director, Supply Chain Operations, the Manager, Contracting & Procurement Services (Category & Supplier Relationship Management) is responsible for developing, implementing and managing leading edge supply chain management services and initiatives that will drive sustainable value and achieve efficiencies for the hospital and its affiliated organisations. The Manager, leads a team of professionals in performing several key category management and supporting functions within the TOH supply chain management model, namely; category strategy, performance management, supplier relationship management, stakeholder engagement strategy, compliance management, demand and spend management, master data management and technology enablement. He/she is responsible for providing ongoing consulting expertise, and establishing and maintaining effective working relationships with management, internal clients, suppliers, and other stakeholders. As a member of the Contracting and Procurement Services management team, this position will play a key role in meeting the team’s goal to be recognized and trusted as leading procurement professionals, driven by results, providing strategic value and industry best practices to support world class care.

Days, 8 hour shifts.

What You Will Bring
  • Undergraduate Degree in a relevant filed e.g. business, supply chain, commerce or economics;
  • Minimum Five(5) years proven experience managing complex supply chain management or strategic sourcing projects, preferably in a healthcare environment;
  • Experience in a management role which includes knowledge of policies and practices on hiring, dismissal and performance management;
  • Experience managing and/or practical application of business intelligence tools, decision support, performance measurement, business planning and/or compliance preferably in a supply chain environment;
  • Expert knowledge of supply chain management activities; category management, strategic sourcing, contract management, order management and supplier relationship management;
  • Strong knowledge of supply chain management strategy and governance supporting processes; vision, mission and goal setting, policy and process development, legislative framework, performance management and continuous improvement;
  • Knowledge of trends and developments in the broader public sector and healthcare procurement environment;
  • Knowledge of Contract Law, laws of competitive bidding, the broader public sector procurement regulations, provincial and federal legislation, Trade Agreements;
  • Knowledge of Supply chain and business computer applications, including MS Office 365, Oracle P2P, eTendering;
  • Strategic Leadership skills developed, preferably in a public sector organization and supply chain function, in order to translate organizational vision, mission and goals into clear and effective strategic and operational policies, plans, programs and services;
  • Excellent problem solving abilities and innovative thinking to influence creative business approaches, enhance client satisfaction, and deliver measurable results and cost savings for clients in a fast-paced environment;
  • Supply market analysis, economic and statistical analysis and research techniques;
  • Performance measurement, program analysis, development, implementation and evaluation techniques;
  • Strong analytical and business acumen and planning skills with a proven track record for short, medium and long-term goal and objective setting;
  • Ability to assess and effectively manage financial, reputational, legal and operational risks; takes calculated risks after mitigation and seeks new solutions through questioning and challenging the status quo;
  • Ability to build collaborative relationships, fostering trust, cooperation and mutual agreement and manage service levels and expectations;
  • Change management skills to plan effectively for and manage change by shifting priorities and adapting to changes to meet organizational and program requirements; communicates change in a manner that invites support; keeps staff and/or clients informed;
  • Ability to engage employees, promoting a culture of trust, mutual respect and cooperation; coaching, mentoring and training skills to develop staff.

  • Certified Supply Chain Management Professional (or equivalent);
  • Proficiency in English and French oral expression (level 4 - advanced) and comprehension (level 4 - advanced).
