HR Payroll Specialist

Full-Time Permanent Position - OUT-OF-SCOPE Position

Competition# MCFSA-HRPS-2026.005

Hours of Work: Monday to Friday, 8:30 am to 4:30 pm, 37.5 hours weekly

Classification and Salary: P1 $52,670 to $65,092 annually

Location: 150 Henry Ave Winnipeg, MB

Vacation: 4 Weeks’ Vacation + 5 Wellness days per year

The HR Payroll Specialist is responsible for overseeing full-cycle payroll operations and maintaining HRIS systems to ensure accurate, compliant, and efficient people processes across the organization. This role plays a critical part in managing complex payroll requirements while leading HRIS enhancements. This position will also participate in coordination and implementation of recruitment and selection, and benefits administration. The position will ensure compliance with Generally Accepted Accounting Principles while also being responsible for reviewing and reconciling balance sheet accounts, expense and revenue accounts, Accounts Payable & Accounts Receivable, Bank Reconciliations, posting credit card transactions, journal entries, and providing ad hoc/regular reports to support management.

The ideal candidate would have demonstrated understanding of Metis culture and communities, or the ability to attain within 6 months. Have the ability to maintain highly sensitive and confidential information while working effectively in a high volume and time sensitive environment. The ideal candidate will need to work collaboratively within a team, with other community and related service organizations to achieve goals and objectives. The candidate must have excellent written and verbal communication skills, along with a high proficiency with Microsoft Office software, be a team player with the ability to use judgement and initiative in dealing with workflow. They will need to have excellent time management skills and be able to apply professional ethical standards and exercise due diligence. The duties and responsibilities include but not limited to: processing payroll runs for MCFSA and all payroll related tasks, recruitment and selection responsibilities including the process and candidate selection, organize and conduct interviews, and all post-interview responsibilities for successful candidates, financial data responsibilities included but not limited to processing accounts payable and receivable, preparing various accounting reports. Other duties as related to the position and as reasonably assigned by the supervisors or as circumstances dictate.

Post-Secondary education with a Diploma in Accounting and Payroll, Human Resources, or Business Administration with a focus on Finance. An equivalent combination of education and experience may be considered. Three or more years of experience in positions involving finance transaction processing, full-cycle payroll experience, reconciliations, and reporting is required, preferably in an unionized setting. Knowledge/experience in Child and Family Services is considered an asset along with experience working with Metis people.

A valid Manitoba driver’s license and the use of a personal vehicle is preferred as travel within the city and to Metis/First Nations communities may/will be required. Mileage and accommodations if required will be compensated.
