Introduction

The Public Service Commission provides strategic human resource advice and direct human resource services to all Manitoba government departments. It also provides leadership and services through the development and implementation of corporate human resource and government-wide workforce legislation, policies, programs and initiatives, and reporting and analytics that support or advance government priorities.

The Employee Experience Division delivers targeted services to public servants that foster expected behaviours, develop skills and knowledge, promote wellbeing, and create inclusive and accessible workplaces where employees are equipped and supported to perform at their highest level.

Duties

The HRIS Analyst is responsible for data management and systems technology, maintaining and managing the learning management system. The role is accountable for data quality assurance, analytics and statistics reporting to support training evaluation, talent management and process optimization. Under direction of the Manager, Learning & Development, the HRIS Analyst is responsible in aiding the branch and leaders in the Employee Experience Division in accessing and analyzing talent analytics, developing dashboards to measure and monitor performance, being the point of support for technical queries, and liaise with various stakeholders to make system updates.

Qualifications
  • Post-secondary education specializing in human resources; information technology or education; or an equivalent combination of related education, training, and experience.
  • Ability to manage user roles, permissions, course structures, and integration including experience in generating reports, analyzing learning data, and ensuring data integrity.
  • Experience working with Human Resource Information Systems (HRIS) and Learning Management Systems (LMS) such as SuccessFactors.
  • Knowledge of business processes of information management and analytics, including trends and new developments.
  • Experience in database management, analytics and reporting and data visualization.
  • Ability to multi-task, plan, organize and manage multiple projects and deliverables.
  • Strong problem-solving skills to resolve technical issues and support users.
  • Experience working with instructional designers, trainers, and HR to align LMS functionality with learning goals.
  • Ability to communicate both verbally and in writing in French.
