Position Summary

Ontario Shipyards is seeking an experienced and proactive Health, Safety, Security, and Environmental (HSSE) Manager to oversee and continuously improve the Port Weller location's HSSE programs. The HSSE Manager will develop strategies to reduce risk, ensure regulatory compliance, manage incident and injury reporting, and promote a strong culture of safety across all levels of the organization. This position is pivotal in maintaining a safe, secure, and environmentally responsible shipyard operation.

The HSSE Manager reports directly to the senior leadership team and partners closely with Production, Project Management, supervisors, and cross-functional teams to implement and sustain HSSE excellence.

Key Responsibilities
  1. HSSE Program Leadership & Compliance Management
  2. Lead the development, implementation, and continuous improvement of all health, safety, security, and environmental programs and policies.
  3. Maintain expert-level knowledge of provincial health, safety, environmental, and security regulations, and ensure organizational compliance with the Ontario Occupational Health and Safety Act (Reg. 213/91 and Reg. 851).
  4. Manage and enhance emergency response preparedness, including training, drills, and ongoing readiness for spill response, confined space rescue, fire, and security incidents.
  5. Oversee the physical security program, ensuring protocols are in place to protect employees, property, and information.
  6. Act as the primary liaison with regulatory agencies (Ministry of Labour, Ministry of the Environment, WSIB) and lead response efforts for inspections, audits, and compliance orders.
  7. Administer the company’s lockout/tagout and permit-to-work systems, ensuring effective energy isolation, hot work, and hazardous work controls.
  8. Incident Management & Risk Reduction
  9. Oversee all incident investigations, ensuring thorough root cause analysis, timely reporting, and the implementation of effective corrective and preventive actions.
  10. Lead regular internal and cross-yard audits, inspections, and risk assessments to proactively identify hazards and eliminate risk exposures.
  11. Monitor trends in incidents, near misses, and audit findings to drive continuous improvements and risk mitigation strategies.
  12. WSIB Claims & Return-to-Work Coordination
  13. Manage all WSIB claims and case files, ensuring accurate and timely reporting, documentation, and follow-up.
  14. Develop and lead the Early and Safe Return-to-Work Program in collaboration with supervisors and medical professionals.
  15. Provide strategic recommendations to management on injury prevention based on case trends and root cause analyses.
  16. Training & Employee Engagement
  17. Develop, oversee, and deliver HSSE training programs, including orientation, refresher training, and targeted risk-specific modules.
  18. Mentor and coach supervisors and employees to build strong safety leadership and hazard recognition capabilities at all levels.
  19. Work collaboratively with the Training Coordinator to identify and close training gaps in safety, security, and environmental awareness.
  20. Leadership & Culture Building
  21. Champion a positive safety culture where all employees are empowered to participate in HSSE initiatives.
  22. Advise senior leadership on HSSE performance metrics, emerging risks, and strategic priorities.
  23. Lead the site's Joint Health and Safety Committee (JHSC) activities and ensure effective functioning and compliance.
Qualifications And Requirements
Education
  • Diploma or degree in Occupational Health & Safety, Environmental Science, Industrial Hygiene, or a related field/equivalent experience.
Certifications
  • First Aid & CPR Certification
  • Confined Space Entry and Rescue (asset)
  • Certified Registered Safety Professional (CRSP) or equivalent (preferred)
  • Hazardous Materials Handling Certification (asset)
Experience
  • Minimum 5–7 years of progressive HSSE experience within an industrial, shipyard, construction, or heavy manufacturing environment, including 2+ years in a leadership or management capacity.
  • Proven track record of managing WSIB claims and leading successful return-to-work programs.
  • Strong background in regulatory compliance, risk management, incident investigation, and audit processes.
Skills
  • Excellent leadership, interpersonal, and influencing skills.
  • Analytical and detail-oriented with strong investigative and problem-solving abilities.
  • Skilled in Microsoft Office Suite (Word, Excel, PowerPoint) and incident management software.
  • Able to work effectively under pressure, prioritize multiple tasks, and deliver results within deadlines.
