The Contingent Labour Office’s (CLO) mandate is to partner with the business to enable an expedited and customer-centric positive approach to engaging external resources. This involves balancing the commercial needs of the business with mitigating risk to the firm. This mandate is achieved by:
- Utilizing internal contingent workforce expert practitioners, who continuously expand their skills and remain up-to-date on market intelligence.
- Acting as trusted advisors, to educate, challenge the status quo, and advise the business on creative approaches to find the right solutions.
- Delivering a customer-centric approach to the business and external resources by minimizing administration efforts, anticipating their needs, projecting a ‘how can I help you’ attitude, and actively collaborating with Hiring Managers to deepen relationships.
Location: Anywhere in Canada; virtual work opportunity (1-2 days in office per month may be required for meetings)
What You Will Do
Reporting to the Leader of the Contract Labour Office (CLO), the Contract Manager will execute processes and solve challenges related to external resources during initial setup, contract duration, renewal, or departure, across all functions and locations in Canada. The CLO processes over 1000 external resources per year, ranging from individual contractors to multi-million dollar organizations. Responsibilities include:
- Applying technical expertise to advise and support Hiring Managers in engaging external resources.
- Managing complex cases, escalations, and requests to ensure effective and timely resolutions.
- Handling complex contract revisions, risk assessments, change management, and managing difficult relationships.
- Addressing matters related to classification, conflicts of interest, immigration, taxation, data security, offshore resources, legal and compliance issues, and contract negotiations.
- Partnering with internal subject-matter experts such as Legal, Risk Management, Procurement, IT Security, Finance, and external service providers.
- Managing high-risk cases related to legislative and regulatory compliance, including laws such as CRA and ESA, and firm policies on third-party resources, independence, tax, immigration, and data security.
The successful candidate will also be responsible for:
- Promoting the CLO’s brand through a customer-centric approach.
- Managing cases within KPMG’s vendor management system (Flextrack) as a super-user.
- Training stakeholders on system use and request submission.
- Conducting due diligence on resources.
- Educating stakeholders on procedures and options.
- Maintaining documentation for compliance and reporting.
- Managing complex and high-risk cases, mediating negotiations, drafting agreements, and navigating compliance issues.
- Supporting change management initiatives and managing challenging relationships.
- Identifying opportunities for process improvements and staying current on relevant legislation and practices.
- Participating in or leading projects related to the contingent workforce.
- Responding to inquiries, providing reports, and leading educational sessions.
- Mentoring team members and contributing to firm objectives such as inclusion and community involvement.
What You Bring To The Role
- College or University degree in a relevant field.
- At least 5 years’ experience with contract labour or contingent workforce management, including case management and contract drafting.
- Experience with third-party agreement negotiations.
- Exposure to immigration matters related to resourcing.
- Excellent bilingual (English and French) communication skills, both written and verbal.
- Ability to act as a trusted advisor and manage multiple stakeholders.
- Attention to detail, organizational skills, and ability to manage multiple priorities.
- Interest in continuous improvement and operational initiatives.
- Proficiency with MS Office, especially Excel; experience with ServiceNow and Flextrack is an asset.
- Legal training or experience is a plus.
This position requires fluency in English. The candidate will support and collaborate with English-speaking stakeholders.
KPMG BC Region Pay Range: $73,000 to $109,500, with potential bonuses. Salary is based on location, skills, and qualifications. KPMG offers a comprehensive Total Rewards package.
