Job summary

Ariapartner is seeking a Public Procurement Buyer (M/F/X) to join a hybrid model across Brussels, Wallonia and/or Flanders. The role covers end-to-end procurement for contracting authorities in classic and special sectors, with a focus on transparency, competition and proportionality.

You’ll work either permanently or freelance within a tight-knit expert network. You’ll define needs, perform market research, select procedures, draft specs and lead negotiations, while ensuring contract follow-up

Qualifications

• Bachelor's or master's degree in a relevant field.
• 3+ years' experience for medior; 5+ years for senior in public procurement.
• Knowledge of the Belgian Public Procurement Act of 17 June 2016 and related decrees.
• Experience in healthcare, energy or local government is a plus.
• French and/or Dutch; good knowledge of the other language and/or English is a plus.

Public Procurement Buyer (M/F/X) Brussels, Wallonia and/or Flanders Permanent or freelance

You manage complete procurement files, from needs analysis through to contract management, for contracting authorities and contracting entities, in both the classic and the special sectors.

Your role

You manage procurement files end to end, from defining the need to contract execution, working with requesting departments, legal teams and suppliers.

You embed the principles of public procurement at the client: equal treatment, competition, transparency and proportionality.

Key responsibilities

• Analyse and challenge the needs of requesting departments, and define the most appropriate procurement strategy.
• Carry out market research and preliminary market consultations.
• Select the procurement procedure and draft the tender specifications, selection and award criteria.
• Run procedures on e-Procurement, evaluate tenders and lead negotiations.
• Draft selection and award reports and decisions.
• Manage contract follow-up: orders, contract modifications, price revisions, supplier evaluation.
• Help improve the client's procurement processes, document templates and reporting.

Your profile

• Bachelor's or master's degree, preferably in law, economics or a technical field.
• At least 3 years' experience in public procurement for a medior profile, 5 years for a senior profile.
• Good knowledge of the Belgian Public Procurement Act of 17 June 2016 and its implementing royal decrees, in the classic and/or special sectors.
• Experience in healthcare, energy or local government is a major asset.
• French and/or Dutch: native language; good knowledge of the other national language and/or English is an asset.

Tools

• e-Procurement; 3P, SAP MM or another ERP is an asset.
• Proficiency in Microsoft 365, especially Word and Excel.
