Job summary

Aria Partner is seeking a Public Procurement Lawyer for Brussels, Wallonia and/or Flanders. The role can be permanent or freelance, full-time or part-time (from 2 days a week), with hybrid work according to client rules.

You will guide procurement strategy through to contract performance, including ICT contracts and PPPs, within a small expert network. Requirements include a Master’s in Law, 3+ years (5 for senior) in public procurement, knowledge of Belgian Procurement Act 2016, and fluent

Qualifications

• Master’s degree in law; public law or public procurement asset.
• 3+ years as public procurement lawyer for medior; 5+ for senior.
• In-depth knowledge of Belgian Public Procurement Act of 17 June 2016 and related decrees.
• Experience with ICT contracts, PPPs or public real estate is an asset.
• French and/or Dutch: native with excellent drafting; good knowledge of the other language.

Responsibilities

• Advise on procedures: open, negotiated, framework, qualification system.
• Draft and review tender specifications, contract clauses and framework agreements.
• Draft and check reasoned selection and award decisions.
• Advise on contract performance: modifications, price revisions, penalties, terminations.
• Handle bidder complaints and prepare proceedings before the Council of State.
• Work on complex structures: PPP (DBFM), joint procurement, central purchasing bodies, concessions.
• Train client teams and monitor Belgian and European law.
