The Subcontracts Specialist - EPC Projects supports the commercial and administrative control of subcontracted work from bid preparation through project execution and closeout. The role helps ensure that subcontractors understand their obligations, deliver agreed services, comply with project requirements, and manage changes through approved contractual processes. Working with subcontract management, sourcing, project controls, engineering, construction, finance, and HSE teams, the specialist will maintain accurate subcontract records, monitor cost and performance risks, and provide timely information for project reporting and decision‑making.
Key Responsibilities
- Support subcontract activities during bid and proposal development.
- Compile subcontractor invitation‑to‑bid packages, commercial documents, scope information, and supporting schedules.
- Coordinate the distribution of bidding documents to approved subcontractors.
- Review subcontractor submissions for completeness, commercial compliance, qualifications, exclusions, and deviations.
- Assist with commercial evaluations, clarification meetings, bid comparisons, and subcontractor recommendations.
- Maintain organized records of bidder communications, quotations, evaluations, approvals, and award decisions.
- Perform commercial and administrative subcontract duties throughout project execution.
- Follow approved global procedures, management system requirements, and project‑specific controls.
- Review subcontract terms, conditions, scope requirements, milestones, payment provisions, and reporting obligations.
- Monitor subcontractor compliance with contractual commitments and agreed deliverables.
- Track subcontract performance against approved schedules, commercial terms, and project expectations.
- Maintain awareness of the project health, safety, and environmental plan.
- Understand required emergency actions and subcontractor responsibilities.
- Support implementation of the HSE plan across subcontracted work activities.
- Coordinate with project and HSE teams to address subcontractor compliance concerns.
- Identify potential changes to subcontract scope, quantities, schedule, execution method, or commercial conditions.
- Evaluate the cost, schedule, contractual, and project risk implications of proposed changes.
- Prepare change documentation, supporting records, commercial assessments, and recommendations.
- Process subcontract changes under the direction of the Subcontract Manager or assigned project lead.
- Support negotiations with subcontractors concerning variations, additional work, omissions, and commercial adjustments.
- Maintain an accurate register of pending, approved, rejected, and implemented subcontract changes.
- Monitor risks associated with subcontractor performance, commercial exposure, claims, delays, and incomplete scope.
- Escalate significant contractual, cost, schedule, or performance concerns to subcontract leadership.
- Develop and update subcontract cost forecasts for submission to the Project Controls Manager.
- Track committed values, approved variations, forecast changes, potential exposure, and remaining subcontract costs.
- Reconcile subcontract information with project controls, commercial, and finance records.
- Provide subcontract data for weekly and monthly project reports.
- Prepare concise updates covering awards, changes, costs, risks, progress, and unresolved commercial matters.
- Support the overall project sourcing strategy and comply with approved procurement and subcontracting plans.
- Coordinate with sourcing and procurement teams to maintain consistency in supplier and subcontractor engagement.
- Assist senior subcontract personnel with subcontract management systems and administrative processes.
- Maintain accurate electronic and physical records supporting auditability and contractual traceability.
- Respond to routine subcontractor inquiries and coordinate clarifications with relevant project functions.
- Participate in project, commercial, subcontract, and progress meetings when required.
- Support subcontract closeout by verifying completed scope, approved changes, final documentation, and outstanding obligations.
- Contribute to lessons learned and process improvements for future subcontracting activities.
Ideal Profile
- Bachelor 's degree in Engineering, Supply Chain Management, Business Administration, Quantity Surveying, or a relevant discipline.
- Equivalent professional qualifications and relevant industry experience may be considered.
- 3-6 years of experience in subcontracts, contracts, procurement, supply chain, or commercial administration.
- Experience within oil and gas, energy, construction, engineering, fabrication, or EPC projects is preferred.
- Understanding of subcontract tendering, bid evaluation, award, administration, change control, and closeout.
- Ability to interpret subcontract terms, commercial requirements, work scopes, and project procedures.
- Experience preparing bidder documents, commercial comparisons, subcontract reports, and cost forecasts.
- Familiarity with variation management, change orders, contractual notices, and supporting commercial records.
- Awareness of project controls, cost reporting, committed values, forecasts, and commercial risk.
- Ability to identify subcontractor performance issues and escalate them at the appropriate time.
- Strong written and verbal communication skills.
